This position is located in the Department of Homeland Security (DHS), Unites States Coast Guard (USCG), Deputy Commandant for Operations, Assistant Commandant for Intelligence and Criminal Investigation, Office of Intelligence Security Management (CG-22), Intelligence Information Security Division (CG-222), Washington DC. 

Duties

You will serve as a Coast Guard (CG) Information Sharing Program Analysts and supporting the Assistant Commandant for Intelligence through information sharing and policy outreach afforded across the Intelligence Enterprise.    Being a CG civilian makes you a valuable member of the CG team.   • U.S. Citizenship is required.
  • Males born after 12/31/1959 must be registered for Selective Service.
  • Must complete a Single Scope Background Investigation (SSBI).
  • A non-disclosure must be signed.
  • A drug/alcohol test is required.
  • A state driver's license is required.

Qualifications

At the GS-11 level:  Applicants must possess at least one year of specialized experience equivalent to the next lower grade level (GS 09 or equivalent) in the Federal service. Specialized experience includes: analyzing and evaluating the effectiveness of programs or systems; conducting studies to develop or validate new management concepts and operational improvements; performing analytical and evaluative tasks to participate in support activities. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related OR a combination of education and experience. At the GS-12 level:  Applicants must possess at least one year of specialized experience equivalent to the next lower grade level (GS-11 or equivalent) in the Federal service. Specialized experience includes: analyzing and evaluating the effectiveness of program operations; planning and implementing data bases for aspects of an operation; assisting with developing analytical and investigative techniques to perform a wide variety of studies; advising on the potential benefits/use of automation to improve the efficiency and effectiveness of program operations. At the GS-13 level: Applicants must have one year of specialized experience equivalent to at least the GS-12 grade level in the Federal Service. Specialized experience includes planning, implementing and maintaining data bases for all aspects of operations required to process all source material and the production of technical or operational intelligence; identifying intelligence gaps, specific collection requirements to fill gaps, and developing analytical tools and methodologies to cope with the gaps; analyzing and evaluating the effectiveness of program operations; researching and investigating new or improved business and management practices for application to agency programs or operations. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
