As a Program Analyst (Lead Outreach & Education Coordinator) at the GS-0343-13/14, you will be part of Indianapolis District Office, Equal Employment Opportunity Commission. If selected, you will be responsible for preparation and management of District office budgets for outreach and for Revolving Fund programs, including joint management of budgets for regional and national programs, for internal staff training, and for procurement information resource management for these programs.

Duties

Responsible for developing and implementing a public information program in national media markets of major significance and visibility, such as nationally distributed newspapers, television and radio networks and diverse languages. Responds to local inquiries on work-site accessibility and modifications, the reasonable accommodation process, pre-employment inquiries, where to obtain expert information on related ADA issues and the other laws enforced by the Commission. Provides expert guidance to District management on the best way to reach underserved communities, geographical areas, and industries, to identify employment discrimination and to provide preventative technical assistance, to meet (LEP)s. Serves as point of contact (POC) for District Director to establish and maintain an active working relationship and liaison with a wide range of organizations representing employers and other covered entities within the field jurisdiction. Serves as a team leader in guiding and coordinating the development and delivery of outreach.

Qualifications

For the GS-13/14: You must have at least one year of specialized experience equivalent to the GS-12 level in the Federal Service. Specialized experience includes developing and delivering training and training policies; establishing short-term and long-term plans, goals and objectives to evaluate effectiveness of outreach, training and public relations programs; and educating and providing technical assistance to the general public, special interest groups and community entities. For the GS-14: I have one year of specialized experience equivalent to the GS-13 level in federal service. Specialized experience includes providing ongoing technical assistance and guidance in outreach, training and special agency programs; developing instructional methods, course materials and training aids for field operations; and recommending changes or modifications to existing rules, policies, techniques and procedures for current outreach and training programs. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 or 13 level is required to meet the time-in-grade requirements for the GS-13 or 14 level. Applicants must meet all eligibility requirements (e.g., time-in-grade and qualification requirements) within 30 days of the closing date specified in the vacancy announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
