Duties

Manages all real property sustainment, restoration, modernization and new construction projects for the Morale, Welfare and Recreation Directorate (MWRD) at the Garrison level. Prepares studies, analyses that justify projects as the most feasible alternatives to satisfy MWR program needs. Conducts economic analyses of alternatives for projects, advises NAF Support Chief on findings, conclusions, and recommendations. Develops functional project requirements through the preparation of project development brochures, drawings, makes layouts to determine relative positions of components of intricate mechanisms. Provides sound judgment in planning and coordinating phases of assignments and in selecting which of several sound alternatives is to be used in arriving at acceptable engineering compromises. Develops and maintains a current inventory of all Garrison MWR and lodging facilities. Maintains installation population and other support requirements data that are used as the basis for project justifications. Serves as the single point of contact in MWRD for coordination in the preparation of project data forms (DD 1391) and supporting documentation. Provides overall management of assigned projects. Reviews project plans and specifications. Designs, supervises design of projects less than $200K. Assists in design, design reviews of all capital purchase and minor construction (CPMC) over $200K, NAF major construction (NAFMC) projects, and military construction, Army (MCA) projects. Performs work of broad scope and complexity that requires application of demonstrated ability to interpret, select, adapt, and apply many guidelines, precedents, and engineering principles and practices which relate to the area of specialization.

Requirements

  • A one year probationary period may be required.
  • Satisfactorily complete an employment verification (E-Verify) check.
  • Subject to satisfactory completion of all pre-employment checks in accordance with AR 215-3, para.2 to include a Tier 1 background investigation. Add additional requirements if necessary.
  • Visits to construction sites involve exposure to various weather conditions; some noise and dirt.
  • IAW AR 215-3, Section VIII, Special Compensation Authorities, a one-time lump sum recruitment or relocation bonus of up to 25% of the annual basic pay will be offered to the individual selected for this position.
  • This bonus will be offered as long as the criteria outlined in Chapter 3-42, 3-43 and 3-44 are met.

Qualifications

Minimum Qualifications: 1. Knowledge of the organization, mission, policies; and 2. Work experience managing construction projects. 3. Strong organizational skills with the capability to manage multiple projects effectively. Highly Desirable Qualifications Criteria: 1. Must possess three (3) to five (5) years governing project development, design and execution is highly desirable.
