This position serves as a Supervisory Program Analyst for the VA Northern California Health Care System (VANCHCS) Medical Service with a duty station of either Martinez, CA or Mather/Sacramento, CA. This position reports to the Supervisory Health System Specialist/Administrative Officer for Medical Service.

Duties

Major duties include, but are not limited to the following: Incumbent serves as a Supervisor to two administrative staff. Also serves as back-up Supervisor for the Supervisory Health System Specialist/Administrative Officer. Incumbent serves as a Contracting Officer's Representative (COR) for Scarce Medical Contracts. Coordinates contract needs for physician and allied health positions within Medical Service as needed to manage workload during staffing crises. Coordinates equipment requests for Medical Service. Assists the Supervisory Health System Specialist/Administrative Officer with recruitment tasks, personnel actions, and supervisory timekeeping duties. The incumbent is responsible for coordinating initiatives and implementation of strategies and actions related to process improvement which facilitates increased access to care by optimizing clinical efficiencies and decreasing waits and delays for Veterans. Work Schedule: Monday-Friday. 8:00am-4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/18/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Preferred Experience: 3 years of VA experience preferred. COR Certification and VA timekeeping/VATAS experience highly preferred. You may qualify based on your experience and/or education as described below: GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: - Knowledge of the theory and principles of management and organization, including administrative practices and procedures common to organizations, such as those pertaining to areas of responsibility, channels of communication, delegation of authority, routing correspondence. (This experience must be well documented in your resume.). OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Master's degree or 2 full years of progressively higher level or LL.B. or J.D., if related graduate education leading to such a degree in a major field of study related to the work of the position which provided the knowledge, skills, and abilities necessary to perform the duties of this position. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Most assignments are completed in an office environment; the work is primarily sedentary and requires regular use of a keyboard and computer, virtual meeting space, and telephone. Standing, walking, bending and lifting is required, primarily to manage administrative materials and supplies.
