This position is located in the Department of Defense, Office of the Inspector General (DoD OIG), Deputy Inspector General for Evaluations (DIG-EVAL), Criminal Investigative Policy and Oversight (CIPO) Division. DIG EVAL conducts evaluations of Defense Criminal Investigative Organizations (DCIO), Department law enforcement agencies and conducts complex oversight of general criminal investigations and criminal investigative programs.

Duties

Directs and approves the planning, execution and reporting of evaluations, special investigations and reviews of criminal investigative programs and policies, focusing on matters of highest priority to the Department. Directs research and approves plans for evaluating criminal investigative issues, policy and procedures within the DoD, including the Military Criminal Investigative Organizations, law enforcement organizations, and Defense Agencies. Provides supervision of the evaluation process, to include leading evaluators in the verification of fieldwork and other techniques essential to the successful completion of complex evaluations. Oversees the development of directives, instructions, regulations, and proposed legislation impacting DoD criminal investigative programs and organizations ensuring the effective execution of the criminal investigations. Interprets actions of Executive Departments and U.S. Government agencies regarding criminal investigative matters involving DoD programs and personnel and, develops DoD policies leading to effective interdepartmental activities in such matters.

Requirements

• Must be a U.S. Citizen.
• Position has been designated as Critical Sensitive. Incumbent is required to obtain and maintain a Top-Secret security clearance.

• Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
• Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
• The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Time in Grade: For entry at the GS-15 level, status applicants must have served 52 weeks as a GS-14 or equivalent or higher grade, in the Federal Service. Specialize Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-14 or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Extensive experience in managing, planning, directing, and conducting oversight of general criminal investigations and program evaluations; and coordinating oversight matters with other Federal, state, local and foreign law enforcement and security agencies. Has thorough knowledge of criminal, civil, administrative, and contract law including the Uniform Code of Military Justice; investigative techniques; rules of evidence; laws and regulations. Skill in program analyses and methodology, problem solving and independent judgement. Skill in written and oral communication to prepare comprehensive, professional, accurate evaluation reports and brief evaluation report findings and recommendations to leadership. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. Education

There is no substitution of education for the qualifying experienceat the GS-15 grade level.
