This position serves as a Facility Operations Specialist within the Division of Facilities, in Big Bend National Park and Rio Grande Wild and Scenic River, a unit of the National Park Service (NPS) and supports the management, maintenance, repair and construction of park facilities, including buildings, utilities, trails, roads and other physical assets.

Duties

This position performs project management duties which support an organization that provides engineering, architectural, and landscape architectural advice and guidance on the planning, designing, constructing, expansion, rehabilitation and/or re-purposing of existing and/or new structures and facilities. Project work may include, but is not limited to, the following types of structures or facilities: campsites, visitor centers, lodging, employee housing, potable water systems, wastewater systems, communication systems, roads, bridges, historic structures/features, cultural landscapes, trails, parking, bus facilities, transportation systems, buildings and administrative structures. Works with parks to analyze facility problems or needs. Gathers data necessary to describe and understand the problem or need and investigates and evaluates a wide range of technical solutions. Creates basic project outlines and conceptual cost estimates, providing support to park management seeking prioritization for a variety of regional and national funding programs. Creates detailed project cost estimates, and contributes to project narratives (descriptions, justifications, criteria, etc.). Maintains a working understanding of the role and operation of NPS facility and project management software tools. Participates in project tracking system to ensure management has access to timely data regarding project status. Analyzes the project site, and for funded projects verifies the project information submitted with the funding request, to develop a program for the project, exploring requirements and contextual parameters. Work includes revisiting needs and assumptions driving the project to verify that the proposed solution is appropriate and feasible. Follows NPS design and construction protocol. Reviews requirements of the Quality Assurance Checklist and works with staff and/or the Project Manager and internal technical experts to address requirements such as compliance, sustainability, and code requirements. Develops or supports development of schematic design alternatives that meet the requirements determined during Pre- Design. A Class C cost estimate is prepared for each alternative. Supports the initiation of Environmental Assessment (EA) or Environmental Impact Statement (EIS) and evaluates projects for potential environmental effects and ensures compliance with the National Historic Preservation Act (NHPA) and the National Environmental Policy Act (NEPA). Development of a preferred alternative, based on the outcomes of Value Analysis, completes this phase. Provides support for the submittal, including completion of Bureau Investment Review Board (BIRB) forms, assistance with the project-focused presentation, and responses to questions from the Board. Participates in the design process for new facilities, or modifications to existing facilities, to meet the project goals as determined during schematic design. Prepares and/or reviews cost estimates (Class B for Design Development and Class A upon completion of construction documents) and other technical documentation required to contract and award project. Provide assistance to the Project Manager and/or Contracting Officer (CO) by developing assisting in the development of a design scope of services, including information on project scoping and pre-design. Work may also include developing assisting in the development of scopes of work for Design-Build contracts. Assists in the preparation of an independent government estimate of professional services costs and assists the Project Manager and/or CO in selection of, negotiation with and award to an Architect-Engineer (AE) contractor. Serve as the COR during design, communicating with the AE about park conditions, needs and wants, deliverables, schedules, budget and supporting the technical review of design products delivered to ensure they meet NPS requirements for all design phases included in the contract. Keeps the Project Manager and/or CO up to date on AE performance, making recommendations throughout the various project stages. Assists in completion of an evaluation of AE performance upon conclusion of the contract. Works closely with the CO, and with the AE if the project was not designed in-house, to assemble all documentation required to contract and award the project. Provides information to the CO in advance of the project's contracting deadline, to include a scope of work that defines the project's objectives and requirements (applies to design-build and construction projects) and any required supporting documentation, such as geotechnical investigations. Perform COR duties, often relying on park-based inspectors or through construction management firm, for day-to-day information on construction, to ensure the contractor's performance meets the technical requirements of the procurement.

Qualifications

All qualifications must be met by the closing date of this announcement-08/13/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. GS-11 level experience demonstrates the ability to oversee a multi-trade maintenance operation or facility management project to include planning, budget, personnel, asset management, and safety. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

AREA INFORMATION:

Big Bend National Park encompasses 801,000 acres of Chihuahuan Desert with varied scenery and diversity of plant and animal life. The park community consists of 250 people, including employees of the NPS, Concession, Border Patrol, Postal Service, School, and their families living in 4 housing areas: Panther Junction (PJ), Chisos Basin, Castalon, and Rio Grande Village. A state-accredited elementary school (K-8) is located at Panther Junction. The park has a post office, gas stations, camper stores, restaurant, and lodge.

Recreational opportunities include hiking, bird watching, photography, backcountry camping, bicycling, and river rafting. An active employee/community association sponsors social events throughout the year.

Elevation in the park varies from 7825 to 1850 ft. The climate is generally pleasant with hot summers (90-110+ degrees F.) and mild winters (30-50 degrees F.).

Terlingua (a small town 24 miles away from PJ) has a state-accredited high school (no bus service), lodging, restaurants, hardware store, small grocery and gift stores, churches and a bank. Lajitas has limited shopping, lodging, restaurants, golf course and churches. Alpine, Texas (100 miles from PJ) has most necessities, including supermarkets, variety of stores, a hospital, pharmacies, churches, a movie theater, and a university. The nearest larger cities are Midland/Odessa (225 miles) and El Paso (325 miles).
