The primary purpose of this position is to provide year round recreation and sports programs for dependent youth in grades Kindergarten through High School Senior. Also assumes full duties and responsibilities of the Youth Center Director in their absence.

Duties

Organizes, develops, coordinates, plans, administers and implements a moderately large, dependent youth sports program. Plans, organizes, schedules and promotes recurring and non-recurring activities ensuring maximum effectiveness in attracting participants to program activities. Within established program guidelines, determines the score and variety of offerings considering the interests and abilities of the local youth and the availability of resources/facilities. Establishes and schedules leagues and tournament activities for various team sports. Recruits and selects officials and coaches for sports activities. Ensures functional arrangements, equipment, supplies, etc. needed for various activities are available, appropriate and in acceptable condition for safe usage. Oversees the Youth Center Snack Bar operations and concession stands by maintaining sufficient snack bar inventory for resale to include ordering and stocking. Considers input from patrons on items for resale. Conducts in-house training of all employees with regard to snack bar procedures.

  • This is a drug testing designated position. The incumbent is subject to random testing for drug use

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes and that is typically in or related to the position to be filled. To be creditable, the specialized experience must have been at the GS-05 grade level or equivalent. My experience includes the ability to plan, supervise, administer, or carry out a sports program that includes a variety of individual and team sports; and guide participants in developing the skills needed for participation in sports activities and to teach the techniques of various sports. Examples of qualifying specialized experience include: Managing or administering a sports program in a community, industrial activity, or secondary school or college, or planning, teaching, or evaluating a physical education curriculum for secondary or higher academic levels, or managing, umpiring, or officiating at amateur or professional athletic events, competitions, or games. OR EDUCATION: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts. OR Bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, education must have been gained in a curriculum that is qualifying for the position to be filled. NOTE: You must submit a copy of transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the principals of recreation programming with an emphasis on sports. Ability to plan, evaluate and execute a continuing sports program. Practical knowledge of sports activities and the rules governing the sport. Ability to effectively communicate with a variety of individuals from different backgrounds. Ability to evaluate and recommend changes to meet the needs of the participants. Ability to handle funds, cash register and general knowledge of cash handling. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
