The position is at the full performance level located in the Veterans Benefits Administration (VBA), Office of Administrative Review (OAR), and reports to the Supervisory Management and Program Analyst. OAR serves as the center of excellence for modernization and collaboration to improve decision review and claims resolution processes through program oversight and by providing quality service to all stakeholders.

Duties

Specific duties include: The incumbent serves a senior specialist and high-level advisor to the Supervisory Management and Program Analyst and Assistant Director on policy, procedures, budget, executive correspondence management, and other program matters. The incumbent is responsible for the formulation and promulgation of policies and procedures, to include legislative and rule making activities, guidance documents, and other instructions intended to ensure program compliance and integrity. Evaluates the content of new or amended legislation for projected impact upon the agency's program and resources. Serves as a primary point of contact on national decision review program management, administration, and coordination matters. Formulates, presents, executes and analyzes the pre-audit budget formulation process for the decision review program. Serves as a liaison with other OAR offices and VBA business lines and coordinates close cooperation in the administration of program resources and/or other program and management problems. Provides comprehensive briefings to senior level management when necessary to facilitate VBA and VA leadership decisions. Oversees the preparation and gives oral presentations to various audiences within OAR, VBA senior management, department level executives, and outside agencies. The incumbent serves as a technical expert and advisor to OAR leadership about assessing VBA adherence to controlling statutes and legislative requirements across all business lines and developing strategies that support elimination of legacy appeals inventories across the country. Keeps the Director, Deputy Director, Assistant Director, and Supervisor apprised of the organizational climate, identifies actual or anticipated policy problems, communicates with managers, and provides consultation on OAR matters. Leads in-house efforts and participates actively as a team member or sub-group leader on project teams involving participants outside of VBA. Provides sound advice and guidance to the Assistant Director and conducts liaison activities on AMA and appeals policy matters with the Board, OIG, GAO, VSOs, OFO, VBA business lines and staff offices, and other stakeholders; and represents the OAR, VBA, and department at meetings and conferences. Designs and detailed analyses of policies and procedures related to long-range planning. Identifies and proposes solutions to management problems which are of major importance to planning program direction. Formulates, presents, executes, and analyzes the pre-audit budget formulation process for AMA and appeals program. Prepares various reports, guidance documents, legislative proposals, rule making documents, and executive correspondence, all of which have national program impact and may impact both internal and external audiences and stakeholders. Conducts investigations of evidence involved in resolving decision review cases and special interest cases. Drafts reports relating to the legacy and decision review process. Directs the research of Veteran-specific issues and prepares all necessary administrative materials, correspondence, and justifications detailing reasons for procedural guidance. Develops strategic plans for implementation, assuring logistical and cost-benefits issues are fully addressed. Develops and implements sound policy and procedures to ensure that OAR field personnel have the necessary guidance to adjudicate legacy appeals and reviews under AMA. Has operational knowledge of VA-specific systems such as Veterans Benefits Management System (VBMS) and other VBA applications and data reporting tools. Serves as a technical expert on requirements and maintenance of IT systems. Assists with systems training and development. Mentors, leads and develops less experienced employees within either a formal or informal mentorship relationship by providing feedback, insight, support and institutional knowledge. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:08/14/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS-13 any time in the past 52 weeks must also meet time-in-grade requirements. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-14 position you must have served 52 weeks at the GS-13 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-14 Grade Level: Specialized Experience: Qualifying specialized experience would typically include expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. Expert communication skills to present and articulate findings to upper level management. Experience in reviewing policies and procedures to determine the impact of operations or conducting evaluative studies to include strengths, weaknesses and best practices and making recommendation(s). Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required (e.g., walking, standing, carrying light items such as manuals or briefcases, or driving, or traveling by motor vehicle).
