The primary purpose of this position is to define, develop, manage, and functionally supervise the recurring service contract program for the Operations Flight for a variety of service contracts for maintenance, repair and upgrade of civil engineering functions.

Duties

Manages and functionally supervises the Civil Engineer recurring service contract program within the Operations Flight. Develops comprehensive Statements of Work (SOW) based on contract requirements for a variety of civil engineer service contracts including all supporting contractual documents. Performs quality assurance contract inspections and maintains surveillance over assigned contracts. Performs supervisory personnel management responsibilities. Provides engineering economic analyses for unfunded requirements and forecasts for future year budgets for the Resource Advisor.

  • Work may occasionally require travel away from the normal duty station. May be subject to recall during other than normal duty hours
  • May be required to serve as a member of the contingency recovery team during exercises and during real world contingencies
  • This position is required to accomplish perquisite Phase I and Phase II contract surveillance specific training; complete mandatory training courses identified in the ISCO QAP training plan

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of, and skill in applying a comprehensive range of principles, concepts, and practices concerning equipment, facilities or service operations with complicated technical requirements for facilities. Thorough knowledge of the acquisition process and contract administration principles, procedures and practices required to properly administer complex service contracts. OR EDUCATION: Have Ph. D. or equivalent graduate degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LLB OR J.D. in a field which demonstrates the knowledge, skills and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of standard trades and crafts methods and techniques, materials and equipment used in civil maintenance and repair operations for assigned areas of specialization. 2. Knowledge of budget requirements and ability to prepare current cost and long-range budget projections. 3. Knowledge of contract administration principles, procedures and practices required to manage complex service contracts. 4. Ability to read and interpret technical contract specifications and engineering and architectural drawings. Ability to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions. 5. Knowledge of quality assurance evaluation program and standard inspection methods and procedures. 6. Ability to communicate effectively, both orally and in writing. Skill in writing technical specifications and quality standards. Skill in computer use and application of a variety of software programs to perform research, develop documents and correspondence, maintain records, logs, databases, financial system input and information related to the service contract program. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
