You will serve as a Government Information Specialist in the Military Justice Information Division of NLSC.

Duties

You will be responsible for for receiving, reviewing, and preparing Navy and Marine Corps court-martial records for public release. You interpret and apply Freedom of Information Act/Privacy Act (FOIA/PA) statutes and the specific regulatory requirements that control the release of court-martial records. You will respond to questions from members of the public and other DON commands who are seeking technical assistance and information about the policies, processes, and procedures concerning the release of requested information. You will research case law, administrative law, Code of Federal Regulations, and other U.S. Government regulations, directives, notices and manuals to ensure FOIA/PA requests are in compliance. You will be responsible for receiving records and logging information in the appropriate databases.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Receiving, reviewing, and monitoring requests for court-martial records, ensuring compliance with the Freedom of Information Act (FOIA) and Privacy Act (PA) requirements; 2) Analyzing and determining whether or not requested material is releasable, responding to requestors from acknowledgment through final disposition of the request, and providing periodic status reports and final action letters; 3) Preparing the final product to be released under FOIA/PA by conducting a technical, word-by-word review; and 4) Analyzing requested records and making independent decisions as to what information may be properly withheld under FOIA and PA exemptions. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree
or
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree
or
Successful completion of an LL.M., if related
or
A combination of experience and graduate education as described above that equates to one year of experience
