About the Position: Serves as Director, Public Affairs for the U.S. Army Installation Management Command enterprise. As the senior public affairs advisor to IMCOM leadership on all aspects of strategic communications, the incumbent is responsible for the integration, planning, initiation, direction, coordination, and implementation of IMCOM communications programs. The position includes supervision of the IMCOM Public Affairs staff and leading their professional development.

Duties

Leads the Public Affairs Team to provide advice, guidance, and direction on a wide range of Public Affairs policy, strategy, objectives, operational planning, and program evaluation for IMCOM PA specialists across 5 Directorates and 80 garrisons. Formulate short and long-term program goals, plans, policies, and procedures; sets priorities, directs resources, synchronizes activities and creates work plans. Proficient at internal and external outreach, leveraging oral and written competencies, communications tools and programs to tell the Army's Story. Supports the IMCOM Command Group, HQ staff and subordinate HQs leaders with reviews, guidance and advice on communications and outreach efforts where PAO expertise furthers commanding general, IMCOM and Supported Command communications requirements. Champions communication advancements, technologies, tools, processes, and support of command policies with awareness and advice regarding cutting-edge technologies to enable operational readiness.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: One year of specialized experience which includes experience leading a public affairs team to provide advice, guidance, and direction on a wide range of Public Affairs policy, strategy, objectives, operational planning, and program evaluation. Experience leading and interacting with multi-disciplinary teams to problem-solve, plan, coordinate, direct, and execute comprehensive strategic communication campaigns. Experience managing public-facing websites and/or digital applications. Experience communicating with strategic-level leaders (i.e. General Officers and/or Senior Executive Service Members). Experience in communicating to diverse audiences, and storytelling to ensure understanding and obtain support of how an organization contributes to Army Readiness through the communication of information in a variety of ways, media, and channels. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14 or above]). You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementLeadershipOrganizational AwarenessPublic Affairs Policies and Procedures Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
