This position is located in the Department of the Chief Program Officer, National Civilian Community Corps (NCCC) in Vinton, IA. NCCC is a full-time, team based residential program for men and women ages 18 to 24, designed to strengthen communities and develop leaders through direct, team-based national and community service. Corps members are assigned to 1 of 4 campuses located in CO; CA; MS; and IA. Teams of 8-10 Corps members, complete projects that address community needs.

Duties

The Support Services Specialist, under the guidance of the Deputy Region Director for Operations (DRD/O) plans and coordinates a variety of logistical support functions that are that are essential to accomplishing the NCCC program. Responsibilities include procurement, property and supply management, GSA vehicle fleet management, facilities, and safety. Note: This position requires a valid driver's license and the incumbent must be able to lift 50 lbs. In coordination with the Deputy Region Director for Operations projects acquisition requirements and prepares purchase orders in accordance with Federal Procurement Regulations. Serves as the Contracting Officers Representative (COR) as assigned by the Deputy Region Director for Operations. Maintains current and accurate property records utilizing CNCS or NCCC automated systems. Appropriately disposes of excess government property. Directs the scheduling and delivery of supplies, equipment, and services in support of regional operations. Administers the regions vehicles to include: usage, safety, driver training, accident reporting, and coordinating related activities with the NCCC headquarters, as necessary. Manages facilities and dormitory space to include: maintenance, cleanliness, and safety. Implements standard operating procedures related to vehicle operations, supplies, logistics, equipment utilization, property management, and facilities. Follows appropriate small purchase card procedures to include documentation and file maintenance. Generates periodic and special reports as requested.

Requirements

  • Merit Promotion applicants must submit a SF-50 to verify Status and grade

  • Satisfactory completion of a background investigation
  • Must have a valid driver's license
  • Must be able to lift 50 lbs.
  • Must be able to obtain a Government small purchase card.

Qualifications

Applicants must have one year of specialized experience comparable in scope and responsibility to at least the upper range of the NY-02 pay band, which would be at, or equivalent to, the GS-9 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience must include all of the following: 1) Knowledge of Federal procurement sufficient to: conduct market research for purchasing supplies and equipment, writing statements of work, preparing purchase orders, and managing government issued purchase cards; and 2) Automated inventory management experience; and 3) Experience managing a fleet (15 or more) of passenger vehicles in an automated environment. Such experience must be clearly documented in the applicant's resume. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience. You may also qualify based on education.

Education

If you are qualifying based on education alone, you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. Such education must be from an accredited institution and demonstrate the knowledge, skills, and abilities necessary to perform the work. You must submit an unofficial copy of your college transcript. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. educational standards.
