This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for STEM Positions and Cyber Security and related positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a NEPA Planner, primary writer, and project manager for requirements under the NEPA and CEQA. Prepares a wide variety of reports, studies, and other actions required by NEPA and related laws and regulations.

Duties

Provides industrial engineering services and technical assistance for increasing the productivity of the Directorate of Public Work's engineering work force. Conducts research, compiles data, and prepares charts for Review and Analysis briefings and Installation Status Reports. Analyzes changes and trends in overall DPW workload, workload distribution and similar factors relating to Stationing Actions, , etc. Applies professional knowledge in the areas of systems engineering, workload analysis and forecasting, cost analysis, and economic analysis. Manages the operation of the General Fund Enterprise Business Systems (GFEBS) and Geographic Information System (GIS) including data entry, updates, data quality assurance and data analysis. Serves as the DPW Security Officer and OPSEC Officer. Serves as the DPW central point of contact and subject matter expert for government and contractor issues on Integrated Facilities System (IFS).

Basic Requirement: General Natural Resources Management and Biological Science Series, 0401 Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in a major field of study that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Related course work generally refers to courses that may be accepted as part of the program major. OR Combination of education and experience that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, AND experience sufficient to demonstrate that I possess the knowledge, skills, and abilities required to perform work in the occupation that is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field needed to perform the work of the occupation. In addition to meeting the basic requirement above, you must also possess experience listed below. Specialized Experience: One year of specialized experience which includes: Designs, plans, budgets, measures, reviews, writes and manages compliance documentation to ensure compliance with NEPA and CEQA policies, laws and regulations and land use plans. Makes observations, gathering data, and reporting findings where information was used in environmental assessments and environmental impact statements; participated in the permit review process or identifying regulatory compliance issues and requirements by performing field inspections and collecting and analyzing environmental data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
