This position is located in the Bureau of Consular Affairs (CA), Passport Services (PPT), San Francisco (CA/PPT/SF). The incumbent serves as a Passport Specialist within a regional Passport Agency /Center. In this capacity, the incumbent coordinates a comprehensive anti-fraud program for the Agency/Center of assignment. Duties

Analyzes and evaluates suspected fraudulent passport applications as referred by acceptance agents, passport adjudicators and other employees and officers of the Agency/Center who have concerns over the validity of an application Compiles case files documenting passport applications which contain violations of federal law Trains journey-level adjudicators to conduct anti-fraud seminars for presentation to acceptance agents and developmental adjudicators Participates in program planning and management related to fraud prevention and control and maintaining the integrity of the U.S. passport Prepares a variety of correspondence, reports, and memoranda related to anti-fraud activities

Requirements

  • U.S. Citizenship is required.
  • Incumbent will be subject to random drug testing.
  • Must be able to obtain and maintain a Top Secret security clearance.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience may have been gained in work such as developing, examining, investigating, adjudicating, or authorizing claims arising under the immigration and/or nationality laws of the United States.   GS-12 Applicants - Qualifying specialized experience must demonstrate the following: Experience analyzing and evaluating passport applications; Experience interviewing passport applicants to gather information; and Experience assisting in the planning and implementation of programs to detect and prevent passport fraud. There is no substitution of education for experience at the GS-12 grade level. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience may have been gained in work such as developing, examining, investigating, adjudicating, or authorizing claims arising under the immigration and/or nationality laws of the United States. GS-13 Applicants - Qualifying specialized experience must demonstrate the following: Experience analyzing and evaluating passport applications; Experience interviewing passport applicants to gather information; Experience assisting in the planning, designing, and implementation of programs to detect and prevent passport fraud; and Experience recommending and developing procedures to improve systemic fraud detection techniques. There is no substitution of education for experience at the GS-13 grade level. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
