Serves as a senior Life Cycle Logistician developing, coordinating, implementing, and executing actionable opportunities to more effectively guide and manage nuclear deterrent acquisition and sustainment efforts related to Nuclear Command, Control, and Communications (NC3) through support to the Nuclear Deputy's Management Action Group and Defense Components.

Duties

This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. This position is being filled under Direct Hire Authority (DHA) in accordance with Section USD(P&R) memo of APR 02 2020, Direct Hire Authority for Certain Personnel of the Department of Defense, Title 5, United States Code, Section 9905. Per 3. Covered Positions c. Positions in the acquisition workforce that are responsible for managing any services contracts necessary to the operation and maintenance of programs in the DoD and Positions in science, technology, engineering, or mathematics, including technician positions, within the defense acquisition workforce, or any category of acquisition positions within the DoD designated by the Secretary as a shortage or critical need category, as outlined in Table 1. Incumbents typical work assignments may include the following: Responsible for developing, coordinating, implementing, and executing actionable opportunities to more effectively guide and manage nuclear deterrent acquisition and sustainment efforts related to Nuclear Command, Control, and Communications (NC3) through support to the Nuclear Deputy's Management Action Group (DMAG). Compiles and assesses current NC3 equipment and systems sustainment metrics data to provide DoD leadership with visibility on NC3 system performance in order to facilitate improved planning and sustainment. Maintains continuous dialogue with Nuclear DMAG and NC3 DMAG stakeholders and collaborates to improve understanding of the health and wellness of the NC3 enterprise, identify and exploit schedule and fiscal opportunities in nuclear sustainment efforts, and identify and correct gaps and seams. Maintains dialogue with Program Management offices and collaborate with the OSD Systems Engineering Directorate to apply systems engineering and Reliability, Availability, and Maintainability (RAM) metrics and processes to assure Reliability and Supportability Engineering is considered throughout NC3 programs acquisition life cycle. Provides senior leaders with life cycle logistics background information, planning rationale, and recommendations to enable effective, efficient, and affordable life cycle logistics practices within the DoD enterprise.

  • Critical Acquisition Position: Incumbent will be required to sign a written tenure agreement to remain in Federal service in the Critical Acquisition Postilion for a minimum of 3 years.

Develop Life Cycle Sustainment Strategies and Plans utilizing 12 Integrated Product Support Elements and Life Cycle Sustainment planning and executions. 2. Analyze, develop, prepare, coordinate, and implement life cycle logistics policies, procedures, programs, and directives to enable readiness, effective and affordable nuclear sustainment. 3. Manage nuclear deterrent acquisition and sustainment efforts for Nuclear Command, Control, and Communications (NC3) systems and the Nuclear enterprise. 4. Oversee DoD Planning, Programming, Budgeting and Executive (PPBE) (or similar program), Research Development, Test and Evaluation (RDT&E) process, Program Objective Memorandum (POM cycle), Procurement, and Operation and Maintenance (O&M) funds for a Nuclear Command, Control, and Communications (NC3) systems acquisition program. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
