This position is located in the Supplemental Nutrition and Safety Programs Policy Division. You will lead and direct the planning and administration of employees to ensure mission objectives are achieved. You will also provide technical support to stakeholders, direct implementation and execution of policies and plans, coordinate the review and evaluation of operations to appraise effectiveness of policies and procedures, and recommend appropriate action to higher level management officials.

Duties

Assures systems are in place to monitor information concerning progress toward meeting USDA's goals and objectives and employee's work assignments. Conducts interim and final appraisals to evaluate employee performance, and renders ongoing guidance, advice and direction to employees on both work and administrative matters. Incumbent identifies staff development and training needs and makes provisions for meeting such needs to the extent possible. Resolves employee complaints and grievances, or appropriately refers them to a higher level; handles disciplinary matters. Participates in the hiring process and makes recommendations for branch positions. Coordinates with external agencies and internal organizational elements to reduce minimum problems arising from changes, shifts in policy, etc. Identifies operating problems which may have an impact on objectives or time phased schedules. Determines cause and ensures proper action is taken. Makes recommendations for adjustments or shifts in program emphasis to obtain the desired balance of programmed objectives. Develops and maintains working relationships with regional offices to help ensure effective program management and operations through open communication, adequate training, negotiation and problem solving.

Requirements

  • Successful completion of one year probationary period, unless previously served.
  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package. To qualify for the GS-14: Applicants must possess one year of specialized experience equivalent to the GS-13 in the Federal and or Public Service. Specialized experience is defined as: Planning, formulating, implementing, or supporting nutrition assistance, social service, or related policy for program operation; Reviewing and evaluating nutrition assistance, social service, or related program operations to appraise the effectiveness of existing policies and procedures; Developing and maintaining positive working relationships with key stakeholders to ensure effective program management and operations; and Monitoring progress towards goals to ensure execution of agency objectives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
