The primary purpose of this position is, as an Air Reserve Technician (ART) Officer for the group senior ART, administer and direct the group's executive support functions and to ensure that day-to-day operations comply with the policies of the senior ART and command. Additionally, provides training to reservist in the task of this position.

Duties

Serves as the executive advisor on programs and initiatives within the group. Performs a variety of staff studies concerning group programs and program support effectiveness resulting from regulatory changes, new technology, program/mission changes, recurring requirements, and others. Represents the senior ART concerning group plans, special events, projects, etc., to communicate senior ART's policies and to explain the interests of the group in regard to local activities or projects. Manages group resources for executive support, services and activities. Conducts management studies, inquiries, and surveys to determine support requirements and to measure the effectiveness of existing structures in meeting objectives. Maintains oversight of and has overall responsibility for the inspection program as it relates to the group and directs the conduct of inspection activities. Represents the senior Air Reserve Technician (ART) commander in all matters pertaining to inspections and keeps him fully informed.

  • Position may require incumbent to Fly in military and/or commercial aircraft in the performance of temporary duty (TDY) assignments
  • Required to meet and maintain Air Force Reserve requirements. Incumbent's regular assignments are primarily ART duties: however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities
  • Position requires a background security investigation to determine suitability for employment and for a secret security clearance
  • Must be registered for Selective Service, see Legal and Regulatory Guide
  • Recruitment Incentive may be authorized for this position

  • Position is designated as Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
  • As a mandatory requirement for employment, the incumbent is to refrain from the use of illegal drugs and if requested, submit to urinalysis testing. Appointee must sign a statement acknowledging the position occupied is a TDP.
  • Maybe required to work overtime, unusual or extended tour of duty.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-301 Miscellaneous Administration and Program SPECIALIZED EXPERIENCE: Applicants must have at least 52 weeks of specialized experience at the next lower grade GS-XX, or equivalent in other pay systems. Examples of specialized experience includes performing administrative duties in order to resolve major issues and program goals; operating programs in order to conduct studies, analyze findings and make recommendations on substantive operating programs; and applying analytical, evaluative and investigative methods concerning the efficiency and effectiveness of group administrative and support programs. Presenting briefings and written correspondence that considers the composition of the audience, knowledge level and desired outcome when composing the material. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LLM., which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of organization, major issues, program goals, missions, functions, administrative operations of the organization. Knowledge and skill in applying analytical, evaluative, and investigative methods and techniques to issues concerning the efficiency and effectiveness of group administrative and support program operations. Knowledge of the laws, regulations, policies and precedents which affect group programs and related support resources. Knowledge and understanding of a comprehensive range of staff concepts, objectives, policies, management/organizational techniques, and military command. Knowledge of operating programs throughout the group in order to conduct studies, analyze findings, and make recommendations on substantive operating programs. Skill and ability to prepare project and staff reports and deliver briefings to high level officials both civilian and military. Ability to plan and organize work and communicate effectively both orally and in writing. Ability to manage a small staff and carry out all phases of personnel management responsibilities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
