This position is located in the Bureau of Administration, Global Information Services, Office of Global Information Solutions (A/GIS/GPS), providing oversight and management of the Department’s global publishing operations and serves as the Director’s primary advisor and authority on GPS program planning and strategic development.

Duties

Serves as the Director's primary advisor in the oversight and management of the Department's global publishing operations. Directs, schedules, monitors and tracks activities associated with the full range of production outputs, as well as the acquisition of lithographic and certain specialty services. Provide staff with technical and administrative supervision. Provides expert advice and guidance to senior level Bureau and other key officials on GPS program planning, development of strategies, coordination and use of resources, and implementation tasks associated with Office responsibilities and operations. Supports the director in the management of office resources (human, equipment, and financial).

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Specialized Experience:   Applicants applying for the GS-14 grade level must meet the following requirements: Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service to successfully perform the duties of the position. Examples of qualifying specialized experience include: Determining specifications for the printing of manuscript, i.e., selection of typography, layout, composition, format, paper stock, and other printer's instructions. Negotiating or administering contracts for procurement of manuscript and illustrations, printing, binding and allied services, or printing stocks (paper, inks, etc.). Managing a printing plant that produces printing either for the government or private industry customers. Performing production control work in a large printing plant. Serving as a sales representative for a wide variety of printing equipment. Analyzing the price and cost of preparation and production of printing. Planning, estimating, and scheduling printing on a full-time basis for a variety of publications. Performing substantive administrative support or policy functions directly related to publishing and printing program management or operations. In addition, qualifying specialized experience must demonstrate the following: Experience with the day-to-day operations of a global in-house printing and bindery operations. Experience assessing the needs of a printing facilities and operations. Experience consulting with various executives, venders, and other government representative on printing services, graphic designs, and /or publication. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through." There is no substitute of education for specialized experience for the GS-14 position.
