The incumbent serves as the Program Analyst on the Centralized Eligibility and Appeals Team (CEAT) Within the VISN 5 Caregiver Support Program. The CEAT is responsible for reviewing complex Program of Comprehensive Assistance for Family Caregivers (PCAFC) eligibility cases for admission, ongoing level of care adjustments, and discharge appropriateness.

Duties

Duties include, but are not limited to: Program support and Analysis 50% The incumbent performs duties necessary for the receipt, intake, and indexing of health and administrative information related to the PCAFC and works closely with designated facility based and VISN level CSP staff in support of daily office and program operations and in the development of long-range plans to effectively and efficiently provide Veterans with high quality care. The incumbent performs programmatic support work, such as program or office planning, maintenance of files for program/office business, scheduling meetings in support of clinical programs managers, CSP CEAT members and operations, evaluating administrative programs or issues, correspondence control, action items, providing customer service, actin as liaison with person/groups within and outside the office and board or committee-related work and date analysis and abstraction. Conducts special projects or studies to analyze, evaluate, and provide recommendations on VHA programs an emerging strategic issues. Produces documents ranging from memorandums to complex reports including technical graphs and spreadsheets, using a variety of software programs. Plans and/or supports committees, boards, symposia, or conferences for large groups of CSP staff VISN wide. Serves as the principal liaison for key clinical team Program Manager led or highly involved committees, boards, etc. to which assigned. Based on understanding of program and issues from within the organization, develops agendas and plans. Incumbent manages action items assigned to the CSP VISN team, responding to requests for information or data/ Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of CSP and CEAT operations in a meeting established goals and objectives. Analyzes and prepares program status reports for review at all levels. Reviews and interprets new and established directives, instructions, regulations and delegations of authority for potential impact on program objectives, operating policies, and work operations. Supports the health cares system with new VHA publications by facilitating systematic requests for compliance from each facility. Ensures program goals, objectives and operations are realistic. Determines need for new or revised instructions, operation policies, procedures, and guidelines both internally and network wide concerning CSP. Management Analysis and Administrative Support 50% The Management and Program Analyst supports the work of the CSP CEAT, Program Manager and Lead Program Coordinator. The incumbent distributes action items on behalf of the CSP Program Manager and Lead Coordinator. Initiates and tracks program action items and responses, retrieves responses, reviews for accuracy per the original instructions, receives CEAT Program manager and /or Lead Coordinator concurrence, submitting response to requestor and closing the action item. Manages and /or prepares responses to correspondence in the Office of the CSP in the Network office. Manages correspondence for the designated clinical team Program Manager and/or Lead Coordinator and decides how to handle it. Determines those items that can be handles personally, forwarding and assigning the rest to other appropriate staff to handle. Works with other staff to develop appropriate responses. Researches and composes correspondence in response to inquiries at own initiative. as well as at the request of the clinical team Program Manager and/or Lead Coordinator. Ensures that correct administrative practices and procedures are used within the Office of the CSP and the field facilities within the Network and ensures that they are consistent with those dictated by VHA. Develops the systems to control records on all incoming correspondence and action item documents for follow-up to ensure timely action or reply and for filing to enable easy retrieval of all documents and correspondence coming to and responses leaving from the office. Performs other related duties as assigned. Work Schedule: Full Time. 8:00am-4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/14/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 11 position you must have served 52 weeks at the GS 09 . The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Possess knowledge and skill in the following: Caregiver Support Program (CSP) operations; management and organizational techniques to improve productivity, management controls and long-range planning, applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of CSP operations; developing guidance on techniques for management and methods improvement; analyzing and advising on proposed reorganizations or realignment of functions; developing manuals and directives covering the administrative aspects of field station operations; knowledge of medical terminology and usages, (e.g., medicine, surgical, geriatrics, hospital terms, medical abstracts, nursing, social work, pharmacology, aging, and home health), spelling, grammar, abbreviations, composition; ability to determine and follow required formats for memos and reports; displaying a high degree of interpersonal skill. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree OR, Three (3) fullyears of progressively higher level graduate education leading to such a degree OR, LL.M., if related. OR Combination: Applicants may also combine education and experience to qualify at this level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) Preferred Experience: Ability to prioritize competing tasks for appropriate response. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. the employee is required to obtain records from files, and carry files, manuals, and other light objects. Occasional travel is required to provide support at conferences, workgroups, programs or meetings.
