The position is in the Participant Monitoring Unit, Youth Programs Division, Office of Citizen Exchanges, Bureau of Educational and Cultural Affairs (ECA/PE/C/PY). ECA's mission is to support U.S. foreign policy goals through strategic public diplomacy programming.

Duties

Ensures youth exchange programs are carried out as designed and comply with all laws (e.g., 22 Code of Federal Regulations (CFR) 62); departmental exchange program requirements; and cooperative agreements. Serves as the first-level supervisor and prepares team specific work plans, procedures and internal control policies and methodologies. Resolves a broad range of problems, ranging from routine to complex, arising from monitoring program participants' health, safety and welfare, such as emergencies involving the illness of a participant, abuse, inappropriate behavior etc. Represents the Division in intra- and inter-agency meetings and events involving exchange program participants, grantee partner organizations, U.S. and foreign government officials, to resolve complex and/or highly sensitive issues.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience of U.S. foreign and domestic policy goals, objectives, and priorities, especially regarding international youth exchanges and programs. Experience of and understanding of the role U.S. Government-funded international exchanges play in the conduct of U.S. foreign policy in order to develop, implement, manage, and/or evaluate a broad range of exchange activities and programs. Experience providing expert advice and policy recommendations, orally and in writing, to senior level officials, Non-Government Organizations, academia, key business and other constituencies. Experience of governing policies, administrative procedures and regulations and budget procedures relating to grant functions in support of international youth exchanges and programs. Extensive knowledge of policies, business processes and procedures required to monitor and ensure the health, safety and welfare of youth program participants, in full compliance with the requirements of 22 CFR 62. There is no substitute of education for specialized experience for the GS-14 position.
