This position is located in the State of New Jersey, State Director Staff office in USDA/Rural Development (RD). The incumbent provides expert advice and recommendations for actions on highly sensitive and broadly impacting issues that are not confined to a particular program or administrative area.

Duties

Assists Area and Program Directors in planning, targeting, allocating and coordinating resources to achieve desired program results. Reviews data submitted for accuracy, validity, and compliance with requirements. Ensures the contractor complies with the contract and thus satisfies the federal government?s needs. Coordinates, reviews, and monitors replies to written and verbal inquiries and independently initiates courses of action to resolve especially sensitive problems or those impacting beyond a single specialized program.

Requirements

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled: For GS-13 level: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade level GS-12; or its non-Federal equivalent that demonstrates: Experience in business management and administrative matters involving human resources management, contracting and procurement, budget and fiscal management. Advises the cognizant manager in developing, implementing, and monitoring strategic planning for achieving the mission of the State Office. Analyzes reports on workload, by program and activities and advises cognizant management of trends. Carries out special projects and initiatives, related to the operations of the organization supported. Conducts studies and recommends way to improve work methods, staff utilization, communication and overall productivity. There is no substitution of education for experience at the GS-13 level. NOTE: To be considered for this position, you must meet all qualification and eligibility requirements for the GS-0341 series set forth in the Office of Personnel Management (OPM) Qualification Standards by the closing date of the announcement.
