The primary purpose of this position is to support the 425th Fighter Squadron (Peace Carvin II) administraton of the Singapore International military members' care and welfare, providing guidance to the 56 FW/CC, 56 OG/CC and the 425th FS/CC on matters concerning Singapore International military members and their families.

Duties

Monitors the Security Assitance Training support program in the 425th Fighter Squadron. Responsible for all incoming Republic of Singapore Air Force (RSAF) personnel administrative support functions in coordination with the RSAF provided administrative staff Provides protocol assistance for distinguished visitors (DV) and other personnel that TDY to the squadron. Provides assistance to the Squadron Resource Advisor to determines stock levels needed for non-recurring, specialized items based on usage, inventory, project demands, seasonal demands, changing customer needs, and projected depletion. Provides assistance to the Squadron Resource Advisor by reviewing, maintaining, and compiling report., on cost data and other budgetary information to support the budget execution process.

  • Incumbent may be required to work overtime at various times during the year, sometimes on short notice, based on organizational requirements.
  • Work may occasionally require travel away from the normal duty station.
  • This is a Financial Management Level 1 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
  • Incumbent shall comply with the requirements of Financial Management Level 1 certification program.
  • Must be able to obtain and maintain a Secret Security Clearance.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Administrative, Clerical, and Office Services. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes skill in identifying program support administrative, procedural, or other deficiencies and devising and implementing new methods to correct deficiencies, and knowledge of administrative support functions and office procedures. Skill in written communication to include instructional material, procedural guidelines, and administrative material. Knowledge of supply functions, operations, work methods, governing regulations, and instructions. Ability to use various office automation software programs, tools, and techniques to support office operations and produce a variety of documents, such as letters, reports, spreadsheets, databases, and graphs. Skill in relating entries in the budget to the mission, structure, goals, work processes, and programs of support activities/organizations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to use computer information systems. Ability to use various office automation software programs, tools, and techniques to support office operations and produce a variety of documents, such as letters, reports, spreadsheets, databases, and graphs. Knowledge of administrative support functions and office procedures. Knowledge of supply functions, operations, work methods, governing regulations, and instructions. Skills in written communication to include instructional material. procedural guidelines, and administrative material. Ability to solve sensitive international members' problems of a unique nature. Ability to work effectively with high-ranking personnel in diverse agencies and nationality. Skill in identifying program support administrative, procedural, or other deficiencies and devising and implementing new methods to correct deficiencies. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes. Skill in relating entries in the budget to the mission, structure, goals, work processes, and programs of support activities/organizations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
