The position is located in the Architect of the Capitol (AOC), Senate Office Buildings (SOB), Office of the Superintendent. The incumbent is responsible for performing organizational reviews covering a range of services and subjects that enhance the performance of the Senate Jurisdiction, performing administrative functions, including compliance with human capital policies and procedures, workforce efficiency and effectiveness studies and conflict resolution.

Duties

The position is located in the Architect of the Capitol (AOC), Office of the Chief Operating Officer, Senate Office Buildings (SOB), Office of the Superintendent. The incumbent serves as a Supervisory Management and Program Analyst for the AOC Senate Jurisdiction and is responsible for performing organizational reviews covering a broad range of services and subjects that enhance the performance of the Senate Jurisdiction, performing administrative functions, including compliance with human capital policies and procedures, workforce efficiency and effectiveness studies and conflict resolution. The position analyzes various programs within the SOB, including data, surveys and strategic initiatives and prepares the findings for presentation to senior management within the SOB. The incumbent also supervises the office support staff, including the Administrative Support Assistants and Time and Leave Clerks, approving leave and work schedules.MAJOR DUTIES:LEADERSHIP AND MANAGERIAL RESPONSIBILITIESPerforms administrative and technical supervisory functions for subordinates. Assigns duties and evaluates performance. Manages the workload for the Administrative Support Assistants Time and Leave Clerks and approves leave and work schedules. Manages the organizational unit’s budget and workload. Develops performance requirements for subordinates and ensures a mutual understanding of the performance standards. Resolves complaints and grievances. Provides leadership to ensure support for equal employment opportunity (EEO) goals and requirements. Provides for employee skills enrichment through job related coaching, mentoring and training. The incumbent will foster a culture of learning, sharing, cooperation and teamwork that improves efficiency and effectiveness throughout the organization.POSITION UTILIZATION GUIDANCE Provides guidance to supervisors on state-of-the-art business practices that motivate employees to excel in their occupational specialty. Performs a root cause analysis of workload problems, including time and motion studies and reviewing options involving the maximum benefit of additional delegations of authority or closer performance controls.Conducts positive human capital interventions, including counseling, to resolve employee efficiency and conduct related issues. Recommends hiring flexibilities and retention strategies to reduce turnover and maintain a high quality workforce. Takes the initiative to monitor workforce turnover by occupation, shift, and organizational unit. Advises top management on training solutions to improve employee retention and ensure the right mix of skills to address current and emerging mission requirements.Analyzes and evaluates (on a quantitative or qualitative basis) the effectiveness of line program operations in meeting established goals and objectives. Develops life cycle cost/benefit analyses of operational programs. Researches and investigates new or improved business and management practices for application to SOB programs or operations.Identifies resources (staff, funding, or equipment) required to support varied levels of program operations. Analyzes and presents findings of data collection and feedback surveys and recommends changes or improvements in organization, work methods, and procedures. Ensures that business operations are in line with the organization’s strategic vision.MANAGEMENT IMPROVEMENT PROJECTSProvides strategic, analytical and systems support for a wide-variety of functions aimed at optimizing the utilization of the Senate Office Building’s resources involving supervisory and employee focus groups.The incumbent is responsible for the development of a business intelligence vision and strategy that improves the quality, timeliness, and relevance of internal controls and facilitates effective work assignments and delivery of high quality service. Activities may include utilization of employee focus groups or surveys to develop high quality business practices by providing analytical support for strategic projects and best supervisory practices.Develops and documents standard operating procedures. Develops new or modified policies, regulations, goals, or objectives to improve quality and timeliness of services. Summarizes results of program analyses. Prepares written material including memos and emails for SOB on administrative operations and human resource topics. Develops management and/or program evaluation plans, procedures and methodology.RECORDS MANAGEMENT/PERSONALLY IDENTIFIABLE INFORMATION CONTROLSMaintains and monitors an integrated records and reporting system that affects policies and programs throughout Senate Office Buildings. Establishes and promotes a records management program controls to improve records management security, such as centralized records function, standardized handling/retention procedures, conversion from paper to film/electronic data and document searches.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-12 grade level must have at least 52 weeks of specialized experience equivalent to the (GS-11) grade level in the Federal service.Specialized experience for this position includes: Program operations and direct accountability for allocation of resources and program results; Development and implementation of program policies and procedures; and Knowledge of human capital policies and procedures. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the (GS-12) grade level in the Federal service. Specialized experience for this position includes: Program operations and direct accountability for allocation of resources and program results; Development and implementation of program policies and procedures; Knowledge of human capital policies and procedures;  Conducting qualitative and quantitative analyses to assess and improve program effectiveness; Ability to analyze current and proposed operations, processes, goals and objectives of the organization, develop recommendations, and advise senior managers; and Supervision, management, and mentoring of junior personnel to develop their professional skills in order to run people programs for the organization.
