The primary purpose of this position is to serve as an Associate General Counsel in the Office of the Deputy General Counsel (Contractor Responsibility & Conflict Resolution).

Duties

Assists the Director of the Procurement Fraud Remedies Program in carrying out responsibilities in matters pertaining to acquisition integrity and anti-corruption (e.g., remedies for fraud and other misconduct affecting Department of the Air Force transactions), including coordination of criminal prosecution and civil litigation under the False Claims Act and related statutes, qui tam litigation, contractual remedies, and the recovery of funds lost due to fraud. Responsible for assisting with the execution of the PFR Program, including AFPD 51-11 and AFI 51-1101, under the oversight of the PFR Director. Assists the Suspension and Debarment Official in carrying out responsibilities for the processing of cases pursuant to Department of the Air Force procurement and non-procurement suspension/debarment authorities, including development of the record, maintenance of electronic and physical case files, the conduct of presentations of matters in opposition, fact-finding hearings, and the development of timely and legally sound official agency decisions. Provides programmatic support and assistance with problems relating to the functional areas assigned in support of Division mission priorities and/or priorities of the General Counsel. Responsible for discrete projects, initiatives and other support activities to assist the Division and the General Counsel's office, as needed.

  • Attorney appointments are subject to serve a one-year probationary period.
  • Candidates are not required to have active duty service or veterans preference to be referred and considered. All qualified candidates who meet the recruitment assessment criteria will be referred to the selecting official.
  • Must have a law degree (J.D.) from an accredited law school and be a member in good standing of the bar of the highest court of a state, U.S. commonwealth, U.S. territory, or the District of Columbia.
  • Shall have professional legal experience in excess of three years that is commensurate with the duties and responsibilities of the position
  • Expected to perform with substantial independence, even when working on the most complex or difficult matters
  • Must be available for temporary duty travel by military or civilian aircraft as may be required
  • Overtime may be required as workload demands
  • This position meets the professional exemption criteria for the Fair Labor Standards Act (5 C.F.R. 551.207)
  • Incumbent is required to file an OGE 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually
  • Must be able to work telephonically on an ad hoc basis as needed in accordance with the requirements of DoD Instruction 1035.01, Telework Policy
  • Prior to receiving an offer, you will be asked to provide a writing sample demonstrating your legal analytical skills

Qualifications

GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status. NH-IV Specialized Experience: In addition to the basic requirement: you must have professional legal experience in excess of three (3) years that commensurate with the position's duties and responsibilities. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of applicable laws, regulations, and policies pertaining to the specialized areas of legal practice, as determined by the General Counsel or Deputy General Counsel. Ability to apply knowledge of the law to help achieve Department of the Air Force policy and programmatic objectives. Skill in recognizing and analyzing key legal issues in a factual situation and applying well-reasoned analysis to reach clear, concise conclusions and writing legal opinions and memoranda. Skill in various research methodologies, including computer-assisted technologies. Skill in gathering data and conducting interviews. Knowledge of communication methodologies and staffing processes peculiar to the legal profession and the Department of the Air Force. Ability to communicate complex legal issues and theories effectively orally and in writing. Knowledge of computer-assisted drafting software, e.g. Microsoft Word, PowerPoint, etc. At the time of application, you must provide proof, dated within four months of application, of "active" status and in good standing with a bar of the highest court of a State, US commonwealth, US territory, or the District of Columbia. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
