About the Position: The position is located at U.S. Army Garrison-Miami, part of the Installation Management Command (IMCOM). Duties

Serves as a senior analyst for the Management Accounting Program and for technical applications of financial management. Responsible for the surveillance of financial management account records and the Army's financial logistical systems interfaces to insure accurate and timely processing of accounting transaction and the associated execution reports. Conducts analysis of financial reporting and complete DoD requirement to perform triannual reviews through the Army's Joint Reconciliation Program (JRP). Coordinates with key personnel and General Funds Enterprise Business System (GFEBS) training instructors on training strategy, registration, enrollment and completion of training program for personnel assigned. Promotes effective application of accounting and related financial management policies on resource management and interface systems (i.e. GFEBS) to endure accurate financial information is available to management. Functions as the Government Purchase Card (GPC) resource manager to ensure billing officials and card holders follow procedures and mitigate related issues by providing assistance, training and coaching to all GFEBS users. Determines appropriate functional roles access for all GFEBS users and approves system accesses to all accounts and Functions as the GPC Supervisor, role approver, and training coordinator to manage the workflow tables in GFEBS. Serve as Contract Management Support Officer (CMSO) ensuring compliance level of regulatory and statutory guidance governing the acquisition process, requirements validation, planning and development. Is the primary point of contact for the Organization for implementation and coordination of the General Funds Enterprise Business Systems (GFEBS).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret Security Clearance.
  • Must be able to perform Temporary Duty (TDY) Or business travel up to 10% of the time.
  • Must be able to obtain a Financial Management Level 2 certification within 24 months of entrance of duty.

Specialized Experience: One year of specialized experience which includes assisting with preparing corrections and coordinating documentation to correct pay and leave errors, to include adjustments, certifications, clarifications, schedule changes, file maintenance and individual record reviews; preparing a variety of reports by retrieving and compiling data, conducting preliminary analysis, and presenting conclusions and recommendations for use by organization leadership staff. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
