About the Position: The US Army Garrison's Directorate of Public Works (DPW) supports the Aberdeen Proving Ground mission through effective use of energy, providing and maintaining sustainable facilities and infrastructure, and emphasizing a culture of safety.

Duties

Serve as Chief, Environmental Division, responsible for developing and managing the environmental compliance program at Aberdeen Proving Ground (APG). Supervise approximately 50 employees in multiple Branches that are involved in the implementation of environmental conservation, compliance, and pollution prevention programs. Installation consultant and advisor on all matters relating to environmental compliance and environmental restoration.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is a Temporary promotion intended to last one year. A temporary promotion may be extended in increments of 1 year for a total of five years.
  • This Temporary promotion may be terminated at any time during the duration of the appointment, depending upon the needs of management.
  • One year trial/probationary period may be required.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This is an obligated position. You will be asked to sign an agreement acknowledging that you are aware of the obligation and willing to be displaced under reduction in force procedures upon the return of the former incumbent.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes (a) Expert in environmental laws and regulations that apply to APG missions, facilities, and systems for controlling pollution, protecting quality of the natural infrastructure, and maintaining environmental compliance; (b) planning, funding, organizing, administration, and evaluation of environmental programs and budgets; (c) preventing or reducing pollution, and the relations between environmental factors and human health and well-being; and (d) environmental compliance and conservation requirements (Historic, Cultural, Air, Water/Wetlands, Wildlife, Endangered Species, Hazardous Materials/Waste). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementConflict ManagementContracting/ProcurementOral CommunicationTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
