This position is located on a Forest Service unit. Incumbent is responsible for administering Forest and/or District Special Use authorizations, including large, complex cases. Performs supervisory duties 20% or less of the time. Please see "Education" section for Contact Information.

Duties

Duties listed below are at the GS-11 full performance level. Provide assistance to an organization regarding complex land use authorization practices and procedures to meet agency objectives. Provide guidance in situations involving complicating factors on a wide range of land use authorization (special use) management activities Apply various realty laws, regulations and agency policy to assist public lands personnel in managing land use authorizations (permits, leases, and easements) and the associated billings for those authorizations. Instruct on use of appropriate land use authority citations, fee calculations, and authorization formats to assure conformance with applicable policy and processes. Provide technical advice and oversee corrective action for compliance with terms and conditions in complex matters. Resolve complex issues with individual special use authorization holders. Duties listed below are at the GS-9 full performance level. Maintain Special Use database systems to ensure data is entered and updated accurately and timely. Ensure all special uses records, paper and electronic copies are maintained consistent with agency records management regulation and policy. Meet with special use proponents to discuss the special uses application process and its terms and conditions to ensure understanding between all parties. Conduct on-the-ground program reviews of special use programs and individual authorizations for compliance with policy, terms, and conditions

Requirements

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards. Specialized Experience Requirement: For the GS-9 level: Applicants must have one year of specialized experience equivalent to at least the GS-7 grade level. Examples of specialized experience are: Assist higher-level specialists in the administration of more complex special-use authorizations for a variety of activities such as, but not limited to developing special-use permits and writing Operations and Maintenance Plans for recreation residences, linear rights-way, oil/gas pipelines, and electric powerlines; Compile information for the development of reports on matters such as special-use field compliance inspections, pre-application meetings, and land ownership; Assist in conducting routine investigations and developing land use fees and billings. OR A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., in Social Science, Business Administration, or Professional Studies. OR an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). For the GS-11 Level: Applicants must have one year of specialized experience equivalent to at least to the GS-09 grade level; Qualifying specialized experience includes meeting one or more of the following: Processed special use authorization renewals, transfer of ownership, terminations, revocations, or suspensions as appropriate, some of which may have been complex and/or controversial; negotiated rights-of-way and/or land acquisition or exchanges with landowners and resolved technical problems of limited complexity such as special uses, permittees, communication sites, trespasses, prepared and processed appraisals, and/or related reports. OR A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in Social Science, Business Administration, or Professional Studies. OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
