About the Position: This is a PERMANENT Construction Control Representative position with the Directorate of Public Works (DPW) Engineering Services Division Contract Management Branch located in Fort Jackson, SC.

Duties

Interpret multiple types of service contracts by construing statements of work, technical exhibits, and contract information. Develops performance work statements, cost estimates, technical exhibits, quality plans and procurement packages to submit to Contracting. Sustain a relationship with contractors to inspect and assure compliance with drawings and specifications, acceptable practices, quality of material, equipment, and supplies. Perform on-site inspection of new construction (minor), alteration, and maintenance and repair projects performed under contract, with maximum project value.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.
  • This position requires call back to duty 24/7.
  • This is an Inclement Weather position.
  • Must possess a valid state driver's license.

Specialized Experience: One year of specialized experience which includes applying, a wide range of specialized methods, techniques, procedures, policies, costs, materials, and equipment relating to construction sufficient to plan and accomplish complete projects or studies; resolve a variety of complex problems; ensure adherence to safety standards and environmental regulations; observe and investigate all construction phases to ensure compliance with contract schedules, specifications and shop drawings; identify actual or potential problems and determine necessity for changes or remedial action; investigate need for contract change orders or deviations requiring engineering determination and other matters; make recommendations for changes in construction to meet field conditions; review and certify contractor's partial payment estimates for items of work claimed, verifying lump-sum and unit price items for units of accomplishment; and record changes and modifications to contract drawings and specifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
