About the Position: Serves as the Deputy to the Commander, 419th Contracting Support Brigade, MICC, Fort Liberty, NC. Implements Commercial Activities (CA) contracting guidance from higher headquarters and develops and implements 419th CSB contracting guidance for the CA program. Serve as senior advisor to commanders and other key officials on all aspects of contracting.

Duties

Deputy to the Commander, 419th Contracting Support Brigade, MICC, Fort Liberty, NC Develop and approve installation regulations and guidance pertaining to the acquisition process. Advise all customers and serviced Major Commands (MACOMs) on acquisition strategies, trends and policies. Provide commanders, senior leaders, and subordinates authoritative interpretations of statutory requirements, policy and procedural regulations, directives, and other guidance. Represent the installation in contacts with outside activities, including contractors, business representatives, and other Federal agencies. Manage Contracting Support Brigade (CSB) operations, budget, organizational structure, mission goals and scope of long range plans, projects, studies and organizational mission evaluations. Advise on contracting implications of proposed management decisions and recommend alternatives based on contracting considerations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent to obtain and maintain a contracting warrant.
  • This position requires the incumbent to obtain and maintain a Acquisition Corps (AC) Membership or have been granted a waiver.
  • This position requires the incumbent to sign a written agreement to remain in Federal service in the position for at least three years to meet Critical Acquisition requirements.
  • This position requires occasional travel up to 15% of the time.
  • Must be able to obtain and maintain a Secret security clearance
  • In accordance with AR 690-11, this position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
  • Selectee must have a Level Ill certification in Contracting and meet all other CAP requirements prior to entering the position or be granted a waiver by the AAE
  • Selectee must sign a written agreement to remain in federal service in this position for at least 3 years. In signing such an agreement, the employee does not forfeit any employment rights, nor does such an agreement alter any other terms.
  • The Army Acquisition Executive (AAE) has identified this position to be an Army Acquisition Corps (AAC) Critical Acquisition Position (CAP). Unless specifically waived by the appropriate Army official.
  • Selectee must meet the requirements for Acquisition Corps membership at the time of selection or possess a waiver.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience equivalent to the NH-03 grade level in the Federal service sufficient to lead a large and complex geographically dispersed Contracting organization, perform operational planning and execution of complex high dollar value contracts, review and evaluation of the effectiveness of Contracting Operations, develop plans to accomplish organizational goals, develop and implement contracting policies for compliance with acquisition regulations, oversee the daily operations of contracting/acquisition through subordinates and teams and ensure efficiency while providing supervisory personnel management. You will be evaluated on the basis of your level of competency in the following areas: Contract ManagementContracting/ProcurementLeadershipStrategic Thinking This is a High Level NH-04 in the AcqDemo Pay banding scale. The NH pay band covers grades 14/15 on the GS scale. This position is not subject to a salary control point.
