The Social Science Analyst position resides in the Department of Program Services (DPS), Judiciary Data and Analysis Office (JDAO), Research & Analysis Branch. The JDAO is responsible for developing an overall strategy for judiciary data, ensuring compliance with data governance across all judiciary data, and providing analysis and reporting to meet statutory requirements.

Duties

The Judiciary Data and Analysis Office (JDAO) is seeking self-motivated, professional Social Science Analyst to conduct advanced analytical research and analysis with expertise in predictive modeling, data mining, and machine learning methodologies. The ideal candidate must have experience using complex and large data sets to design reports and dashboards that are easily understood and visually attractive, experience using Business Object and SQL, and a working knowledge of statistical software or programming language (e.g., IBM-SPSS, R, or Python). In addition, the ideal candidate must have the ability to produce deliverables under tight deadlines and shifting priorities, possess excellent communication and written skills, present information to a group, and experience collaborating in a team environment exercising independent judgment and initiative. The Social Science Analyst will be responsible for planning, developing, and implementing research related to federal judiciary caseload activity. The incumbent is responsible for conducting advanced analytical research and analysis with expertise in predictive modeling, data mining, and machine learning methodologies in a collaborative environment. The incumbent will leverage both structured and unstructured data sources, formulate and disseminate short-term forecasts used in the development of the Judiciary's budget submission to Congress and long-range forecasts used for policy and program management using data-oriented techniques and software. The incumbent will respond to complex data inquiries from the Judiciary, the Executive and Legislative Branches, academia, and the public. The duties of the position include, but are not limited to: Conducting advanced analytical research and analysis with expertise in predictive modeling, data mining, and machine learning methodologies in a collaborative environment, leveraging both structured and unstructured data sources, and statistical software or programming language (e.g., IBM-SPSS, R, or Python). Responding to questions from business users concerning the budget and program forecasts. Responding to complex data inquiries from the Judiciary, the Executive and Legislative Branches, academia, and the public. Utilizing complex and large data sets to design reports and dashboards and using Business Object and SQL. Producing deliverables under tight deadlines and shifting priorities. Collaborating in a team environment and exercising independent judgment and initiative.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one year of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience applying statistical or data science methodologies to conduct analytical research; using statistical programming languages (such as R, STATA, SPSS, SAS, or Python); using Business Objects and Structured Query Language (SQL) to access data; and using data visualization software (such as Tableau, PowerBI, or ESRI ArcGIS) to display data. Highly Desired but not required: At least six years of practical experience in statistics, forecasting, or data science.

Education

Basic Requirement: The basic requirement can be met in one of three ways.
  1. Degree in behavioral or social science; or related disciplines appropriate to the position; or
  2. A combination of education and experience that has provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field; or
  3. Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
