Job opening: INTELLIGENCE SPECIALIST

Salary: $94 199 - 122 459 per year

Primary purpose of this position: A Civil Aviation Analyst providing general analytic support to intelligence and intelligence-related programs and systems in the area of threat analysis to identify threats to USAF and DoD personnel interests and resources worldwide related to foreign civil aviation Organizational location of this position: National Air & Space Intelligence Center, Civil Aviation Intelligence Analysis Center, located at Joint Base Anacostia-Bolling, Washington DC

Duties

DUTY 1: Prioritizes, coordinates and performs in-depth analysis of semi-complex to complex intelligence information related to foreign civil aviation. DUTY 2: Presents semi-complex to complex foreign civil aviation threat and capability analysis to Air Force, national, interagency, and coalition customers within defined area of responsibility. DUTY 3: Reviews and evaluates intelligence reports for significance/relevance and validity of data. Performs a variety of standardized research tasks through review and evaluation of Intelligence Community reporting for content and response to taskings and provides inputs to higher graded specialists. DUTY 4: Represents organization as functional expert on issues related to foreign civil aviation in community working groups, special initiatives, and projects to include administrative assignments to develop knowledge of the mission and organization of the intelligence community.

Requirements

  • U.S. Citizenship Required
  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated special-sensitive, incumbent must be able to obtain and retain a Top Secret (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
  • PCS expenses WILL NOT be paid
  • This posn is subject to provisions of the DoD Priority Placement Program
  • Must be registered for Selective Service, see Legal and Regulatory Guide
  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
  • Employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments; and travel outside normal duty hours.

  • Overtime may be required as workload demands and in some cases with no-notice due to urgency of time-sensitive matters. Periodic shift work may be required if assigned as a watch-standing analyst.
  • Incumbent must possess and maintain a valid state driver's license. Incumbent may be required to travel, by vehicle, throughout the metropolitan Washington DC area.
  • Foreign language competency is desired

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Having the quality level experience which demonstrates knowledge of the full range of intelligence research and collection methods, techniques, and practices to use multi-source intelligence information systems to capture data in order to make recommendations in developing intelligence capabilities and threat assessments to interpret policy and commit resources.. Knowledge of the national intelligence community, Joint, DoD structure, organizations, and mission/functions, inter-relationships and operations; and security practices for ensuring the safeguarding of classified information. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the full range of intelligence research and collection methods, techniques, and practices to use multi-source intelligence information systems to capture data in order to make recommendations in developing intelligence capabilities and threat assessments to interpret policy and commit resources. 2. Knowledge of the national intelligence community, Joint, DoD structure, organizations, and mission/ functions, inter-relationships and operations; and security practices for ensuring the safeguarding of classified information. 3. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing collection requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients. 4. Knowledge of analytical techniques employed in developing, evaluating, and interpreting quantitative and qualitative data and ability to use them independently to accomplish routine and complex projects. 5. Knowledge of the civil air industry and aircraft capabilities is desired. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
