You will serve as a MANAGEMENT AND PROGRAM ANALYST in the Manpower, Analytics and HR Systems (MAHRS) Directorate within the Office of the Assistant Secretary of the Navy (Manpower and Reserve Affairs) [OASN (M&RA)] of ASSTSECNAV MR-A WASHINGTON DC.

Duties

You will serve as the Manpower Analyst responsible for applying a high degree of analytical and evaluative skills to the management of manpower resources for the DON total force, to include civilian, military, and contractor personnel. You will be planning and conducting management, position, and organization reviews, producing policy guidance and statements, serving on functional community working groups, and overseeing the baseline data in the DON manpower systems of record. You will be responsible for assisting in the documentation and integration of DONs total force plans, focusing on determining the right workforce, including numbers, skills, and military-civilian-contractor mix. You will assist in the development and execution of manpower policies, plans, and procedures pertaining to military and civilians You will review and interprets policies directives and other issuances from higher authority relating to manpower. You will ensure adequate manpower management systems are in place and functioning to confirm personnel assets are affordable and efficiently and effectively managed.

  • This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Planning, developing, and managing broad manpower management programs and administrative support programs; Planning and conducting comprehensive studies of problems, issues and policy proposals related to administrative and HR/manpower management areas; Applying qualitative and quantitative techniques for validating, assessing and improving complex manpower issues, systems, and programs; and Planning, directing, evaluating, and/or personally performing the development of written policy statements and administrative procedures pertaining to manpower management.
