This position is located in the Assistant Director for Office of Communications, Division of Congressional and Legislative Affairs (CLA). The mission of CLA is to be the focal point for congressional and legislative activities. The selectee maintains liaison with Members of Congress, congressional staff, congressional committee staffs, federal agencies, and outside organizations to identify opportunities to increase the effectiveness of FWS and FWS-related Departmental programs and policies.

Duties

As a Supervisory Congressional Legislative Affairs Specialist your duties will include but are not limited to the following: Maintains liaison with Members of Congress, congressional staff, congressional committee staffs, federal agencies, and outside organizations to identify opportunities to increase the effectiveness of Service and Service-related Departmental programs and policies. Identifies opportunities to provide information to congressional offices and outside organizations on Service and Service related Departmental programs and policies. Serves as a key liaison between the Fish and Wildlife Service (FWS or Service), Congress, other federal agencies, and outside organizations. Responds to inquiries, arranges briefings, and proactively conveys information to Members and their staffs on often complex and sensitive issues related to or affecting the programs of the Service. Prepares for the Director explicit summaries of actions needed to implement newly enacted laws, and more general digests of these laws for wider distribution to other Service offices. Conducts research and compiles legislative histories as needed. Directs staff efforts to enhance the congressional and legislative work. Supervisory responsibilities include, but are not limited to, the following: planning work to be accomplished by subordinates; establishing priorities, milestones, and deadlines; evaluating subordinates' work performance; advising subordinates on work and administrative matters; and interviewing candidates for vacancies. Identifies ways to improve the effectiveness and efficiency of Congressional and Legislative Affairs business processes; and develops performance standards, staff objectives, policies, and guidelines. Evaluates and monitors support staff activities.

  • Supervisory Probationary Period: Selectees who have not previously completed a supervisory probationary period, will be required to serve a one-year supervisory/managerial probationary period for this position.

Qualifications

Only experience and education obtained by 07/19/2023 will be considered. In order to qualify for this position you must possess the Minimum Qualification. Minimum Qualification GS-14 One year of specialized experience comparable to the next lower grade level to the GS-14 in the Federal service. Your experience must have provided you with the following experience: (1) having worked in a U.S. Congressional office or directly with U.S. Congressional offices on wildlife conservation legislation and issues; (2) tracking and analyzing Congressional actions on wildlife conservation legislation issues in order to assist in developing, coordinating, and preparing office/agency/organization positions; (3) developing written documents related to wildlife conservation legislation or issues including at least one of the following - Congressional testimony, legislative language for wildlife conservation legislation and legislative proposals, talking points for a Member of Congress, trip memos for a Member of Congress, Statements of Administration Position (SAPs), responses to questions for the record from congressional committees, letters to or from Members of Congress, and briefing memos for a Member of Congress or high ranking organization official; (4) conveying technical information on wildlife conservation legislation or issues to varied audiences; (5) facilitating meetings, on a regular basis, between policy makers and Members of Congress or their staff, which involves preparatory work, including gathering information prior to meetings from congressional offices and agency representatives, and developing positive relationships with Congressional offices; (6) drafting and coordinating the drafting of legislative proposals or positions; and (7) advising senior officials such as the Director and Members of Congress on legislative matters. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically, i. Area of Consideration. ii. Time-in-grade (TIG) requirements as specified in 5 CFR 300, Subpart F. iii. Time after competitive appointment as specified in 5 CFR 330.502. iv.
