About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Belvoir, VA with the 21ST SIG BD. Serves as Chief within the Business Operations Branch.

Duties

Monitoring contracts in support of staff activities, and in the case of centralized procurement, administering contracts for area of responsibility (AOR) requirements of the Local Network Enterprise Centers (LNECs). Managing internal security program, personnel management program, career management program, logistics management program, to include supply/property book and warehouse management as required. Providing authoritative program related advice, information, and guidance regarding current and future information systems concepts, doctrines, methods, and practices, operations, technologies. Ensuring the optimum operation of resources and quality of service is not compromised as new products are integrated and upgraded into the existing infrastructure and architecture. Implementing and recommending appropriate policy and procedures for managers and end users regarding Information Technology acquisition and lifecycle requirements. Preparing formal requests for personnel action to fill vacancies; detail, reassign, or promote employees. Developing performance plans, and appraising performance.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position requires the incumbent to obtain and maintain the appropriate Information Assurance certification in accordance with DoD 8570.01-M, Information Assurance Workforce Improvement Program, within 6 months of entry onto duty.
  • Employee MAY be required to use cellular telephone and maintain a working home telephone at all times.
  • This position MAY require shift work to provide coverage on evenings, weekends, holidays, or special situations.
  • On-Call Duty may be required on short notice to include nights, holidays, and weekends.
  • This position requires the employee to occasionally travel (in the most expedient manner) away from the normal duty station up to 10%. Government regulations will be followed for all official travel.
  • The employee may be required to work shift work if the organization moves to a 24/7 operation.

The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.
