This vacancy is for a Health System Specialist and is located in Medicine Service at VA Connecticut. There are 13 medical sections that fall under the Medicine service line. The incumbent will perform analysis of all 13 areas of Medicine service management including the planning, organizing, implementing, coordinating and improving of the medical, administrative and support operations of the healthcare system. A background in budgeting, contracting, data retrieval and analysis is required.

Duties

HEALTH SYSTEM SPECIALIST: This position works closely with the management staff in the Medicine service line and requires a high degree of analytical thinking as well as specialized knowledge related to the management of a VA Healthcare Delivery System. Examples of this related knowledge include understanding the VERA model and the Network Allocation Process , the Quality Assurance Program, JCAHO Accreditation, Current Procedural Terminology (CPT), International Classification of Diseases (ICD-10-CM) and internal review activities, such as surveys and audits. The work encompasses the medical, administrative and support operations of the healthcare system. The duties of the position include but are not limited to the following: Maintain and monitor multiple existing service contracts for the Department. Initiate new contracts for Department of Medicine insuring all supporting documents are complete and entered in the appropriate systems. Create and maintain budget spreadsheets for service contracts and equipment procurements. Track departmental budget throughout the year. Candidate will meet with Budget Department and service line AO regularly to discuss any potential budgetary issues. Assist with the processing of procurements for Medicine and Dermatology. Serve as an active member of the VERA (Veteran's Equitable Resource Allocation) Committee. Run reports and analyze data for the 13 sections of Medicine and Dermatology to monitor encounter workload is being captured and that provider time is being utilized properly. Acts as the service line point of contact with questions regarding medical coding and will coordinate with other departments to address issues and resolutions. Pull data, create, analyze, and distribute reports regarding workload and productivity to each section of Medicine and Dermatology. Coordinate with Section Chief's to make recommendations for performance improvement when needed. Provide education to physicians and administrative staff when new guidance, software, etc comes out. Retrieve and compile data to complete Quality Assurance (QA) and Quality Management (QM) monitoring, such as PPE (Professional Performance Evaluation) forms. Attend budget review meetings, committee meetings and report how decisions made during those meetings impact operations. Resolve critical programmatic, organizational and functional problems through the use of technical skills and scientific methodologies. Develop long- and short-range plans for VA, the Network, and the Medical Center. Conduct on-site visits and observe studies relating to the planning problems and opportunities present at the Network and other VA facilities. Attend the Leadership Council, Clinical Executive Board, Partnership Council, and various other committee meetings. Independently interprets regulations, applies new methods to resolve complex and or/intricate, controversial issues and problems and resolves most problems. Assisting with processing IPA's. Presents both written and oral recommendations to leadership. Proficient in PPE's, ECF's, Proficiencies, Clinic Coordinator functions, Grid Validation, EARR, VSSC, and other service level reports. Act as a back up for the Administrative Officer in their absence. Promotion Potential: This vacancy is at the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/31/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You must qualify based on your experience and/or education as described below: The series 0671 - Health System Specialist has Individual Occupational Requirements in addition to the grade determining specialized experience and education. Individual Occupational Requirements UNDERGRADUATE AND GRADUATE EDUCATION : Major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR SPECIALIZED EXPERIENCE: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. GRADE DETERMINATION: Health System Specialist GS-11: In addition to meeting the individual occupational requirements above applicants must meet the GS-11 level specialized experience, education or a combination of the two to be referred. SPECIALIZED EXPERIENCE: GS-11: One (1) year of specialized experience at the GS-09 grade level in Federal Service. Specialized experience may include: Perform analyses of all areas of management including planning, organizing, implementing, coordination, and data gathering to improve medical and administrative processes through the use of data analysis; Develop and coordinate service budgets; Train other staff members; Understanding of affiliated education programs; Establishing and implementing fully developed comprehensive project plans; Develop long and short-range plans; Development of policies and departmental program goals and objectives related to the mission of the VA; Evaluation of program effectiveness; Measuring effectiveness and productivity due to variations in the nature of administrative processes studied. OR EDUCATION:GS-11: Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to a Ph.D. or LL.M., if related. Major study must be in hospital administration, public health administration, or related fields such as business or public administration at the Ph.D. level with course work in health care administration. (Transcripts are required, must indicate degree type and date conferred.) OR COMBINATION- SPECIALIZED EXPERIENCE/EDUCATION GS-11: A combination of successfully completed graduate education and specialized experience directly related to the work of the Health System Specialist position, which may be used to meet the experience requirements for GS-11 position. For example, an applicant with 9 months of appropriate specialized experience equivalent to GS-09 (75 percent of the experience requirement for GS-11) and 2 1/2 years of successfully completed graduate level education (Ph.D. level). (50 percent of the required education, i.e., the applicant has 1/2 year of graduate study beyond that required for the GS-09), would exceed the total requirement and be qualified for the GS-11 position. NOTE: Only education in excess of 2 full years of progressively higher-level graduate education may be used to qualify at the GS-11 grade level. You will be rated on the following Competencies for this position: Problem Solving: Identifies and analyzes problems; uses sound reasoning to arrive at conclusions; finds alternative solutions to complex problems; distinguishes between relevant and irrelevant information to make logical judgements. Attention to Detail: Is thorough when performing work and conscientious about attending to detail. Contracting/Procurement: Knowledge of various types of contracts, techniques for contracting or procurement, and contract negotiation and administration. Education and Training: Knowledge of teaching, training, research, making presentations, lecturing, testing, and other instructional methods. Financial Management: Prepares, justifies, and/or administers the budget for program area; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies. Performance Measurement: Knowledge of the principles and methods for evaluating program or organizational performance using financial and nonfinancial measures, including identification of evaluation factors (for example, workload, personnel requirements), metrics, and outcomes. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Walking , light lifting, working with electronic office equipment, telephones generally performed in an office setting.
