The Office of Human Resources Management provides the full-range of HR operational programs and policy for: staffing, employee development/recognition, position/pay management, personnel records, employee/labor relations advisory services, position classification, performance management, employee benefits/assistance, drug-free workplace, workers' compensation, incentive awards, and payroll/personnel information systems.

Duties

As the Director of the Office of Human Resources Management, you need to be a self-starter and capable of working independently. Your communication, customer service, and collaboration skills must be excellent. You should also be creative and a risk taker, who is always looking for ways to improve and streamline processes. Equally as important as the responsibilities outlined above, are values such as honesty, loyalty, patience, integrity, and the ability to support and respect your management, peers, and subordinates.

Qualifications

All applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Qualifying specialized experience must demonstrate the following:   (1) extensive experience applying a wide range of federal civilian Human Resources Management concepts, regulations, policies, practices, analytical and diagnostic methods and techniques sufficient to solve complex, interrelated problems and issues; (2) performing at a supervisory level over a team of Human Resources professionals in three or more functional areas of Human Resources such as: Recruitment and Placement, Position Management and Classification, Employee Relations, Labor Relations, Employee Benefits, Compensation, Suitability or Policy Development; and (3) extensive experience overseeing the performance of Human Resources operational activities. Evidence of the above specialized experience must be supported by detailed documentation of duties performed in positions held.  Your resume is the key means we have for evaluating your skills, knowledge, and abilities as they relate to this position.
