This position is located in the Office of the Executive Director, Human Resources within the Near Eastern Affairs Bureau (NEA) and the South and Central Asian Affairs (SCA) Bureaus. Incumbent serves as a Team Leader with responsibility for providing the full range of human resources services and consultative, operational, and policy advice and service to NEA SCA/EX/HR.

Duties

Performs and provides expert advice on a wide range of Civil Service specialized human resources management functions including classification, staffing, performance management, and employee relations services in NEA/SCA HR unit. Monitors and evaluates team operations and provides ideas, suggestions, proposals and plans to improve and enhance services provided by the team. Uses analytical, diagnostic, qualitative and quantitative techniques to identify, evaluate, and recommend the widest range of consideration of human resources interventions to resolve complex, interrelated human resources problems and issues. Serves as a subject matter expert, advising NEA and SCA recruiters on CS staffing requirements and regulations. Responsible for the development and evaluation of subordinate staff, the delegation and prioritizing of work for the team.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.    NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience researching, interpreting and applying appropriate Federal laws, regulations, policies and guidelines in at least two human resources functional areas (e.g., recruitment and placement, classification, employee relations, performance management, HR development, employee benefits). Experience providing authoritative management advisory services, which includes researching, analyzing and evaluating the issues, determining applicable precedents, recommending innovated methods and strategies to resolve complex integrated human resources problems, and identifying the most effective approach. There is no substitute of education for specialized experience for the GS-13 position.
