This position is part of the Defense Human Resources Activity. The incumbent serves as a Librarian (Digitization) at DEOMI. The primary purpose of this position is to serve as a librarian responsible for developing the DEOMI Clearinghouse/ Institutional Repository (IR) as stated in DoD Instruction 1350.02, DoD Military Equal Opportunity Program.

Duties

As a LIBRARIAN (DIGITIZATION) at the GS-1410-11 some of your typical work assignments may include: Serves as project leader in the development and implementation of short- and long-range digital collections and archival planning to support the DEOMI Digital Clearinghouse/Institutional Repository (IR) initiative. Serves as the digital content manager Librarian (Digitization) and will manage content for the DEOMI's digital collections and publications, which include DEOMI publications, the DEOMI Press, white papers and grey literature, digital objects, archival documents, and other physical and digital materials/objects used to support the institute's customers. Works and coordinates with DEOMI publication editors and contractors, and the audio-visual production and publication department for the preparation of scanning archival books, maps, documents, photographs, and other physical and digital objects. Applies knowledge of library policies and procedures related to the assigned tasks and workflows in order to acquire digital collection materials. Creates, implements, tests, and improves workflows in order to achieve digital content management goals for the assigned tasks and workflows. Consults with senior members of the department to resolve problems or issues. Ensures that content for the assigned workflows meet the library's format and metadata technical standards for acceptance. Acquires, creates and oversees creation of descriptive, technical and administrative metadata as needed for collection materials received. Manages automated workflows for ingesting, reviewing, describing, inventorying, and storing print and digital content. Performs or coordinates quality review of metadata elements for the assigned tasks and workflows. Develops personal contacts to establish and maintain cooperative work relationships in order to provide or exchange information and professional knowledge related to the assigned tasks or workflows. Consults with supervisor and team leads to resolve problems or issues. Contributes and provides input for setting production goals for assigned tasks or workflows. In support of digital content management, assists in the training of Knowledge Management staff. Creates and makes presentations to internal and external stakeholders as needed. Uses an Integrated Library System and Institutional Repository (BePress Digital Commons) and uses a web design/web content management system such as LibGuides. Performs comprehensive reference bibliographic services, in-depth research assistance, and information literacy and research skills training to DEOMI curriculum, educational, and research departments, and other library patrons. Contributes to the library's collection management initiatives and goals.

Qualifications

You may qualify at the GS-11 grade level, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service: Managing digital projects and using digital collection development software, performing digital conversion and following digital object standards in established digital workflows; Using metadata such as Extensible Markup Language (XML) and Dublin Core with the ability to read, interpret, and produce XML in support of digital curating needs; Analyzing and resolving problems related to the processes, procedures, and methods of digital curating and to recommend and assist with the implementation of solutions that improve preservation services. OR B. 3 full years of progressively higher level graduate education in library science or doctoral degree (Ph.D. or equivalent) related to the position. OR C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1410 series. For Librarian (Digitization): Applicants must also possess specialized knowledge of a subject-matter field and/or proficiency in one or more foreign languages directly related to the position(s) being filled. When such knowledge is required for the position, an applicant's education or experience must have included or been supplemented by the requirements specified in one of the paragraphs below: A full 4-year course of study in an accredited college or university that meets all academic requirements for a bachelor's degree that included at least 24 semester hours in the specialized field for which the applicant is being considered, e.g., physical science, biological science, social science; or that included any combination of subjects with at least 15 semester hours in a major subject (such as physics or chemistry) that is especially applicable to the position for which the applicant is being considered; or Completion of at least 24 semester hours of legal study in an accredited law school for positions primarily concerned with providing library services in law or legislative reference; or Four years of pertinent experience of such nature and level to provide a knowledge of the basic principles, theories, practices, techniques, terminology and expressions of the appropriate discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; ability to acquire additional information about the field and related fields; and some knowledge of literature resources in the field. Such experience should be equivalent to that which would have been acquired through successful completion of a full 4-year curriculum in an accredited college or university with major study in appropriate subjects, or combination of subjects, as specified in (a) above; or legal training as specified in (b) above; or Any time equivalent combination of experience as described in (c) with education as described in (a) or (b) above; or Demonstrated ability as shown by education or experience to read or translate information from one or more foreign languages into English. *NOTE: Failure to provide transcripts will result in you being rated ineligible for this position, if you are using education to meet the requirements listed above.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
