About the Position: Telework situational in accordance with agency policy. Serves as the Supervisory Personal Security Specialist that performs as the subject matter expert (SME) and Command Personnel Security Program Manager responsible for all duties and functions required in the Personnel Security role.

Duties

Serves as the organizations subject matter expert (SME) on personnel security matters. Manages the oversight of all policy changes, training and certification requirements and system changes that occur within the personnel security function. Oversees the overall implementation and management of a comprehensive suitability/security program. Reviews, evaluates and recommends concurrence/non-concurrence of personnel suitability/security cases. Advises management regarding impact of denial or revocation of suitability determinations/clearances. Analyzes and evaluates the suitability program using quantitative or qualitative techniques to evaluate the effectiveness of program operations in meeting the organizations mission, objectives and requirements. Develops principles, processes, techniques, and methods to gather, analyze and evaluate significant and/or complex investigative data. Participates and leads working groups and process improvement initiatives as the Personnel Security SME for the organization. Provides advice and guidance to assigned personnel and second level reviewer and/or adjudicator on any case that contains disqualifying information when the mitigating conditions are not obvious or clearly identifiable. Implements, manages, oversees performance plans, grading performances of assigned personnel, reviewing scope of work for all assigned personnel. Develops performance standards and appraisals; informs employees of their compliance. Assigns work tosubordinates to include contracted personnel based on priorities, selective consideration of thedifficulty and requirements of assignments, and the capabilities of employees. Effects minor disciplinarymeasures, such as warnings and reprimands and refers unresolved disciplinary problems to supervisor.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent to have tuberculosis testing.
  • This position has mandatory seasonal influenza vaccination requirements and is subject to annual seasonal influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
  • Inclement Weather essential. Incumbent may be required to report to work/stay in the workplace during inclement weather conditions.
  • Required to register for, complete and pass the Essentials of Suitability Adjudication Program (ESAP) course within 1 year of assuming position.

Specialized Experience: One year of specialized experience which includes: provides oversight and execution of policy, implementing local policies and procedures for critical areas pertaining to personnel security issues that directly impacts the workforce assigned to the Medical Treatment Facility (MTF). Oversees training of personnel performing in-processing of centralized background checks; childcare background checks, conducting interim/final suitability adjudication determinations; provides authoritative technical oversight of, and expertise regarding the centralized background check and suitability determinations made by subordinates; and due processes and appeals for workforce assigned to a Medical Treatment Facility (MTF). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Investigative AnalysisLeadershipPersonnel Security and SafetySecurity Program Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
