VA Puget Sound Health Care System is a highly complex, research-leading referral medical center, with two divisions, tertiary care and is affiliated with the University of Washington, School of Medicine, clinical programs. This position is that of Employee Education Training Specialist that resides in the Center for Education and Development, This position has responsibilities to support all aspects of staff and organizational development programs.

Duties

Develops programs and activities which use the latest technological advances to deliver training on a just in time basis. Assist in the development of instructional objectives and evaluation for each activity. Participates in mandated trainings including train-the-trainer opportunities with responsibility of coordinating facility-wide roll outs to include promotion, facilitation and tracking of participation. Provides information for available training, arranges for instruction in accordance with the established and approved plan, compiles and prepares reports and helps facilitate courses for the facility. Initiates and participates in a wide variety of pilot training programs and develops tests innovative approaches to learning prior to implementation facility wide. Maintains training course attendance records and ensures completion of training is properly record in the Talent Management System. Continually reviews, and implements programmatic changes based upon VA's published policies on staff and organizational development and as necessary assists with developing new local policies to ensure compliance with Federal regulations and to best practices in staff and organizational development and training. Assures facilities, training materials and equipment are available to support the training program. Makes logistical arrangements for in-house training, i.e. arranges for training facilities, works with training vendor/instructor to determine audio-visual aids and obtains required equipment, makes course announcements to workforce. Advises supervisors and employees concerning regulations and procedures for training in government and non-government facilities. Advises management on all aspects of staff education, training and development including supervisory and management training ensuring that identified organization training needs are met. Provides technical advice and support to all levels of management in determining employee training needs, providing training sources, designing action plans, and evaluating results. Coordinates with internal/external sources to locate and pool resources and talents to meet common training needs. Acts as a consultant, when requested to do so, at other VAMCs for education and training program development, implementation, and evaluation. Work Schedule: Monday - Friday 8:00am- 4:30pm OR 7:00am- 3:30pm Monday- Friday Telework: Ad-Hoc Authorized. VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 08/02/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: One year of experience equivalent to at least the GS-07 level or pay band in the Federal service that includes conducting assessments to identify staff education as well as training and development to identify training needs and the development of new approaches to respond to appropriate interventions to improve managerial functioning, system effectiveness, and customer service. Examples of specialized experience would typically include but are not limited to: Teaching or instructing in an adult education program, secondary school, college, military installation, or a hospital; supervise or administer a training program; development or review of training and course materials, aids, devices, and evaluation of training results; provide direction for the training and development aspects of staff development programs; propose new policies and practices; establishes methods to modify, adapt guidelines to resolve specific issues or problems. OR, Education (TRANSCRIPTS REQUIRED): I have successfully completed a masters or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. Education with a Major study in education or a subject area related to the position to be filled.. OR, Combination of Education and Experience (TRANSCRIPTS REQUIRED): I have some specialized experience but less than one year, and I have more than two years but less than three years of graduate education. I have computed the percentage of these requirements that I meet, and the total is at least 100%. You will be rated on the following Competencies for this position: CommunicationsCustomer Service (Clerical/Technical)Education and TrainingPlanning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is usually performed sitting at a desk, in conferences and meetings, or standing for several hours a time in classroom presentations. This position will include occasionally training groups of people in several types of moderately strenuous physical skills that include balance, extending and raising arms, pivoting on one foot, and deep leg lunges. The Training Specialist must have physical stamina and full range of motion to demonstrate and coach movement. Teaching face to face classes will be required for this position.
