About the Position: This position is with the Defense Health Agency, located at the Naval Hospital, Directorate of Nursing, Multi-Service Ward, Agana Heights, Guam. This is a Direct Hire Solicitation

Duties

Plans, implements, evaluates, provides for professional, comprehensive nursing care, including but not limited to general head-to-toe assessments, collection and assessment of laboratory studies, relevant to the patients diagnosis. Observes, interprets, and reports changes in patient conditions, medical data, or diagnostic treat results, and takes corrective actions or reports to a supervising nurse or health care provider. Accurately and completely documents patient care, observations, treatments, and progress in appropriate charting system. Function as a role model in medical-surgical nursing, demonstrating competency in clinical judgment, selected technical skills and appropriate knowledge base. Carries out complex assignments using the nursing process to provide a full range of nursing care to patients.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
  • Basic Life support (BLS) certification is required. U.S. Naval Hospital Guam may provide this training.
  • Must be able to obtain/maintain further training (e.g., Advanced Cardiac Life Support, Pediatric Advanced Life Support, Neonatal Resuscitation Program, S.T.A.B.L.E., Advanced Life Support obstetrics, etc.) depending on clinical area assigned.
  • Eligible to be credentialed through Medical Staff Services Professional (MSSP)
  • The position is designated as a drug testing designated position (TDP).
  • May be required to work weekends, rotating shifts, holidays, watch duties and extended work hours based on patient workload or unplanned emergencies.
  • Position may be designated as essential during inclement weather conditions or other emergency conditions.
  • Must obtain a Hepatitis B immunization unless medically contraindicated or exempted by documented religious preference.
  • Health care providers involved in direct patient care must be immunized and/or treated in accordance with current CDC and BUMBD policies.
  • The position is subject to Public Law 101-647, Section 231, identified as having "regular contact with children," and is required to obtain and maintain a favorable result from a State Criminal History Repository check.
  • This position is designated "Key" position and shall not be vacated during a national emergency or mobilization without SERIOUSLY impairing the capability of the parent Federal Agency or office to function effectively.
  • Incumbent must sign DD Form 2365 and must be removed from their military recall status if alternatives for filling this position during an emergency are not available.
  • Security Clearance: Employee must possess a favorably adjudicated security clearance in accordance with SECNAV M-5510.30. Tier 3

Who May Apply: US Citizens In order to qualify, you must meet the education and experinece requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Registered Nurse Clinical: Degree: A graduate or higher-level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. (Note: You must attach a copy of your transcripts.) Licensure: A current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States; and you must have passed the National Council Licensure Examination. Foreign Degree: A degree from a Foreign Nursing School. Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools. Exemption: You are exempt from the basic requirements above if you are a current federal employee occupying a position in the 0610 occupational series and have been continuously employed in this occupational series since September 27, 2017 or before. Applicants claiming this exemption must meet the requirement below. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Education/Experience: A diploma, associate degree, or bachelor's degree in Nursing from a professional nursing program and possession of at least one full year of professional nursing experience (equivalent to the GS-09 grade level or above) which includes providing comprehensive nursing care in all patient settings, reviewing medical charts, and administering medication. (Note: You must attach a copy of your transcripts.) OR Education: A PhD or equivalent doctoral degree from a professional nursing educational program or related medical science field.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
