This position is located in the Department of Health and Human Services, Administration for Children and Families, Office of Family Assistance (OFA), located in Philadelphia, Pennsylvania.

Duties

Providing technical assistance and guidance to Temporary Assistance for Needy Families (TANF) program administrators and staff, other federal regional and central office staff. Conducting extensive reviews and analyses of State and Tribal TANF program plans to ensure completeness, compliance with federal regulations and standards, and program effectiveness. Providing guidance and direction to TANF program administrators and staff in the development and amendment of program plans and the proper implementation of newly legislated program requirements and guidelines. Conducting on-site program reviews to identify program administration and operational strengths, challenges, deficits, and areas requiring improvement. Providing guidance and recommendations in order to resolve TANF program, policy, and operations issues and problems.

Qualifications

Applicants must demonstrate that they meet the Basic AND Specialized Experience requirements as noted below. Basic Requirement: You must meet one of the items listed below (A, B, or C): A. Possess a degree in behavioral or social science; or related disciplines appropriate to the position. (Must provide transcripts) B. Possess a combination of education and experience -- that provided you with the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (Must provide transcript) C. Possess four years of appropriate experience that demonstrates acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Specialized Experience: GS-12: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: 1) Working on a TANF funded programs/activities, such as planning, implementation, advising, and supporting; 2) Conducting reviews of TANF funded program administration and operations to ensure compliance with program administrative and technical requirements, and/or conducting eligibility determinations for program participants; 3) Reviewing and analyzing TANF funded program data, policies, and approaches to identify deficiencies and inform program improvements. This may include observations made by front-line service providers; and 4) Assisting in drafting policy and/or guidance documents such as memoranda or brochures that clarify social welfare program requirements If you are invited for an interview, you may be required to provide a writing sample.
