The primary purpose of this position is to serve as Program Manager/Project Officer for the Logistics Readiness Squadron. Serves as the Management Internal Control Toolset (MICT) Administrator as well as the Inspector General Evaluation Management System (IGEMS) administrator for the unit.

Duties

Serves as Program Manager/Project Officer for the Logistics Readiness Squadron. Plans, develops, analyzes, and coordinates activities required to complete all taskings directed by local management and the AFDW office of primary responsibility for special projects. Controls, administers, and maintains MICT data requirements for the unit. Performs MICT administrator duties. Coordinates, effects development, and schedules MICT products, retrievals, and other programs. Controls, administers, and maintains IGEMS data requirements for the unit. Performs IGEMS administrator duties for the unit. Reviews and updates all IGEMS findings from local and MAJCOM inspections. Performs a variety of staff studies relating to the management of the squadron. Evaluates program effectiveness and provides data required to support current or future plans and operations. Presents briefings and visual presentations. Participates in discussions, meetings, or serves on panels or committees.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of complex inspection and/or compliance principles, concepts, and practices sufficient to conduct inspections, interpret complex policies/regulations, recognize and resolve discrepancies and/or inconsistencies among findings. Knowledge of a wide range of qualitative and/or quantitative methods for the analysis and improvement of program effectiveness or the involvement of complex management processes and systems. Knowledge of Air Force, MAJCOM, and unit/installation organizational structure, operations, and policies; and mission responsibilities of the many diverse organizational entities. Knowledge of Air Force Smart Operations for the 21st Century and leading continuous data-driven process improvement efforts throughout the organization. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION:A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of DoD, Joint, and AF policies, instructions, and regulations directing the management of the unit inspection program and MICT program. Knowledge of DoD, Joint, and AF policies, instructions, and regulations governing the unit operations and its comprehensive plans programs. Knowledge of unit/installation mission requirements, vulnerabilities, operational and computer security policies, inspection program goals and objectives, internal controls, and operations of a wide variety of unit/installation organizations. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of MICT and inspection program operations. Skill in conducting interviews with supervisors, technical specialists, and employees to obtain information about organizational missions, functions, interrelationships, inspection activities, internal controls and work procedures. Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relationships with others through tact, courtesy and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Appointment of military members before the release or discharge date is permissible if the member is on terminal leave.
