The primary purpose of this position is to serve as the Deputy Division Chief for the Joint Operations Security Support Element, Joint Information Operations Warfare Center (JIOWC). To conduct roles as an advisor and supervisor to support Defense requirements by staffing and supporting the Joint Force in national security and protection requirements, missions and policy development.

Duties

-Using a broad operational background, evaluates the effectiveness of government programs and operations in regard to active measures. Responsible for the management, direction, and supervision of Joint OPSEC Support Element (JOSE) Division. -Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. -Develops plans and strategies to incorporate active measures into the Joint Planning Process (JPP). Incumbent applies expertise in multi domain red teaming to outline vulnerabilities and supporting protection options into plans to create and concepts for emergent problem sets. -Prepares plans, performs studies, and conducts analysis focused on developing specific data to devise or enhance procedures, methods, and solutions for system problems. In response to requests from DOD and the Joint Force, prepares white papers, reports and position papers ranging from technological to policy issues.

  • Travel and relocation expenses WILL BE PAID in accordance with the JTR AND AFMAN 36-606.

  • The incumbent will be subject to periodic counterintelligence scope polygraph testing (CSP).
  • Incumbent may be required to work irregular duty hours, nights, weekends and/or overtime.

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Supervision/Management." work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: I have 1 year equivalent to at least next lower grade level GG-13-01 and have the quality level experience which demonstrates the possession of the knowledge, skills, abilities and competencies necessary for successful job performance required for this position. Quality experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices in a professional or administrative occupation, such as would be gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments; or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures. Expert knowledge of Information Operations policies, plans, programs, employment and doctrine extant to integrate and advocate information advantage requirements along with investigative and assessment skills as well as an in-depth knowledge and capability to collaborate with other subject matter experts and develop strategies, concepts, and courses of action to protect operations activities and investments is required to be successful in this position. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of Information Operations policies, plans, programs, employment and doctrine extant to integrate and advocate information advantage requirements along with investigative and assessment skills. 2. In-depth knowledge and capability to collaborate with other subject matter experts and develop strategies, concepts, and courses of action to protect operations activities and investments. 3. Ability to analyze, verify, and correlate data in order to assess complex situations, develop strategies, and prepare/present concepts and plans to senior officials. 4. High degree of skill in establishing and maintaining effective relationships and building consensus and coalitions; high degree of skill communicating effectively, both orally and in writing in. 5. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of the division. 6. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. CONDITIONS OF EMPLOYMENT CONT'D: 1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. 2. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
