The primary purpose of this position is to perform video production/documentation to support training, operational, informational, historical and educational requirements that increase public awareness and understanding of the mission, programs and accomplishments of Robins AFB and the U.S. Air Force

Duties

Works both independently and with team to plan, organize, and produce professional quality multi-purpose video productions. The incumbent will provide input to the Chief of Multimedia on capacity to perform work tasks, assist in developing timelines to effectively perform overlapping or concurrent assignments, determine recording/editing methods, and identify equipment and personnel support requirements. Defines, revises and finalizes subject matter of video productions with clients. Maintains video production camera, equipment and supplies. Responsible for the day-to-day planning, scheduling, videotaping and editing of Public Affairs informational programs on a wide spectrum of subjects for a wide variety of audiences.

Qualifications

Obligated Position: Position is obligated to an employee on an overseas assignment with entitlements to return to this position. Incumbent must sign an agreement acknowledging the potential displacement, under RIF (Reduction In Force) procedures, if alternative placement cannot be made. Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Undergraduate and Graduate Education: Major study -- photography, radio or television production, motion picture production, or other fields related to the position. Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes includes experience using audio-visual technology to record sounds and images to create productions ranging from news features, public service announcements and interactive productions, to training and informational videos on virtually any topic; operates equipment involved to produce professional quality video in both live and studio settings, including cameras, lights, switchers, routers, teleprompters, video recorders and editors to inform and entertain; strong ability to manage all aspects of overall production to include: designing productions within approved budgets; developing and executing production schedules; securing logistics for on-location shooting; selecting crew members; orchestrating actions of participants; determining selection, placement and angles of cameras; and monitoring/controlling technical quality of the product. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in Major study - photography, radio or television production, motion picture production, or other fields related to the position or LL.B. or J.D., if related. NOTE: You must submit copies of your official transcripts OR COMBINATION OF EXPERIENCE AND EDUCATION: Combination of specialized experience and education as described above. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Special knowledge of current electronic multi-media and newsgathering video equipment Knowledge and understanding of the appropriate multi-media systems needed to support specific projects in order to provide effective customer consultation and planning for project completion. Knowledge of methods and procedures for maintaining specialized video equipment including preventive maintenance and troubleshooting. Knowledge of multimedia imagery storage and transmission processes using local area networks and the internet. Skills in installing multi-media software and hardware and troubleshooting systems connectivity and software conflicts. Ability to effectively train co-workers on the procurement and use of multi-media software and hardware. Ability to provide informational guidance on video productions when advising customers on projects, including being an effective communicator when dealing with co-workers, customers and high-level officials. Ability to perform professional caliber video production work using multimedia hardware and software interactively to achieve desired results. Ability to provide effective research to support project requirements, determining supply and equipment needs, budgeting, setting priorities, developing and maintaining case files, and demonstrate thorough understanding and control of the projects. Ability to plan and coordinate with supporting activities on production projects, including the ability to make decisions affecting the usability, quality or timeliness of the project during all stages of life-cycle management. Skill in basic video newsgathering techniques to collect factual information using video camera to tell a story. Physical Demands: Work is primarily sedentary. Although there is some walking, standing, travel and carrying of lightweight equipment and materials. Work Environment: The work is typically performed in adequately lighted and climate controlled offices and studios and requires no special safety precautions within indoor settings. Special safety precautions may be needed during outside location assignments depending upon the circumstances. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
