The primary purpose of this position is to perform environmental modeling in the Environmental Modeling and Simulation (EMS) program, Applied Sciences Branch, a critical component of the world-class modeling and simulation program responsible for providing national-level, decision makers with timely, accurate, usable analyses and evaluations.

Duties

DUTY 1: Interpret and translate customer requirements into an appropriate modeling approach. Responsible for developing strategic visions for the program and integrating customer requests into the vision framework. DUTY 2: Stays abreast of current developments and provides advice to division-wide programs, including but not limited to various aspects of atmospheric chemistry (chemical degradation, modeling software development and modification, experimental chemistry, etc.) as well as laboratory analytical techniques/enhancements. DUTY 3: Advises a staff of civilian and military technical personnel on best courses of action. Plays a critical role in the development of products with national scope and importance. DUTY 4: Provides vision, guidance, and direction that influence the EMS program, USAF, and other government programs of critical national importance. DUTY 5: Identifies chemical data evaluation research and evaluation requirements. Plans and manages research and development contract projects.

Qualifications

This is an interdisciplinary GG-13 position that may be filled as Chemical Engineer (0893), Physical Scientist (1301), or Chemist (1320) in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional and Scientific" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Basic Requirements: 0893 CHEMICAL ENGINEER Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. or Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Basic Requirements: 1301 PHYSICAL SCIENTIST Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. or Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Basic Requirements: 1320 CHEMIST Degree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics. or Combination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of concepts, practices, and principles of chemistry, chemical engineering, environmental science, physical scientist, environmental engineering, and /or hydrology; knowledge or experience in the application of environmental fate modeling with strong analytical skills applicable to hydrological modeling and the environmental fate of effluents is required; knowledge or experience with experimental design, statistical modeling, and methods to develop atmospheric, hydrological and terrestrial decay mechanisms; and knowledge of management of principles and processes, and techniques for assessing operations and developing strategies for operational improvements and efficiencies. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of concepts, practices, and principles of chemistry, chemical engineering, environmental science, physical science, environmental engineering, and/or hydrology. Working knowledge or experience in the application of environmental fate modeling with strong analytical skills applicable to hydrological modeling and the environmental fate of effluents is required. Working knowledge or experience with experimental design, statistical modeling, and methods to develop atmospheric, hydrological and terrestrial decay mechanisms is required. Working knowledge of management principles and processes, and techniques for assessing operations and developing strategies for operational improvements and efficiencies is required. Ability to communicate effectively with others, both orally and in writing. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive (TOP SECRET) and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
