Serves as an Information Technology (IT) Freedom of Information Product Specialist responsible for the gathering of data within NASA's Office of the Chief Information Officer (OCIO) managed infrastructure in support of Freedom of Information requests.

Duties

Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee. Serves as the Information Technology Specialist responsible for supporting the Freedom of Information Act (FOIA) requests for information within the Office of Chief Information Officer (OCIO). Maintains complete and detailed notes on all assigned cases. Performs Quality Control actions on the work product by facilitating integrity of the FOIA and data collection processes. Coordinates across the Agency and OCIO organizations for service delivery. Supports continuous improvement initiatives related to FOIA requests and e-discovery. Leads collaboration between Workplace and Collaboration Services, Service Management Office (SMO), the FOIA office and other FOIA stakeholders in managing process improvements. Coordinates with NASA and contract management to provide a safe and fully functional work environment. Stays abreast of current industry trends and technology developments.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. You may meet the basic requirements through substitution of education for experience To qualify for the GS-11, you must have: a) One year of directly related specialized experience equivalent to the GS-09 level: Reviewing requests and executing workflow processes; Identifying issues associated with service delivery; Assisting with monitoring metrics and key performance indicators. OR b) Completed all requirements for a Ph.D. degree or equivalent doctoral degree with (1) a major in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR (2) a major that provided a minimum of 24 semester hours in one or more fields of computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management, and that required the development or adaptation of applications, systems, or networks. OR c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree with (1) a major in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR (2) a major that provided a minimum of 24 semester hours in one or more of fields of computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management, and that required the development or adaptation of applications, systems, or networks. To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level: Identifying, investigating, and recommending resolution of issues associated with service delivery; Utilizing security investigation tools such as Microsoft M365 Office for data investigations; Evaluating and making recommendations of metrics and key performance indicators for area process improvement. To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level: Identifying and implementing process improvement for workflows; Recommending improvements for cybersecurity tools and techniques; Developing metrics and key performance indicators to evaluate effectiveness of Freedom of Information Act (FOIA) requests. AND IF you are qualifying based on experience, you MUST also have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
